911 Public Safety Telecommunicator Certifications; Increases timeframe within which inactive 911 public safety telecommunicator certificate may be reactivated before it permanently expires; removes process by which certificateholder may voluntarily place his or her certificate in inactive status; prohibits DOH from requiring certificateholders to pay fee or to make election to place their certificates in inactive status, beginning on specified date; requires that certain fees paid by certificateholder before specified date be credited toward any future renewal fees required to be paid by certificateholder.

Student Outcomes; Revises provisions relating to instructional materials, programs & strategies, reading interventions & programs, New Worlds Reading Scholarship Accounts, specified FEFP funding, & students with educational deficiencies. APPROPRIATION: $158,000,000

Firearm and Destructive Device Offenses; Makes offense of human trafficking during which person possesses firearm or destructive device or specified firearms or accessories subject to specified mandatory minimums; revises maximum time minor who commits unlawful firearm possession may be required to serve in secure detention; provides penalty for second or subsequent offense of grand theft of firearm; requires detention determination & juvenile risk assessment instrument to consider juvenile's unlawful firearm use; requires juvenile charged with offense involving unlawful firearm possession or use to be placed in secure detention.

Telehealth Practice Standards; Revises definition of term "telehealth."

Education; Requiring school districts to annually review and confirm that specified information is accurate and up to date; creating the Year-round School Pilot Program for a period of 4 school years beginning with a specified school year; requiring the Commission for Independent Education to annually prepare an accountability report by a specified date; providing requirements for searches of students’ personal belongings; requiring dual enrollment courses to be age and developmentally appropriate; authorizing students to use a combination of volunteer service hours and paid work hours to meet certain program eligibility requirements; providing an appropriation, etc. APPROPRIATION: $6,800,000

Savings and Out-of-pocket Expenses in Health Insurance; Requires certain licensed facilities & physicians to provide specific pricing & cost-obligation information to patients; requires health insurer to apply payment for service that nonpreferred provider provided to insured toward insured's deductible & out-of-pocket maximum as if service had been provided by preferred provider, if specific conditions are met.

Substance Abuse and Mental Health Services; Revises requirements relating to removal & replacement of certified recovery residence administrators; revises requirements relating to credentialing entities denying, revoking, or suspending certifications or imposing sanctions on recovery residence; requires that changes to certification requirements by credentialing entities be adopted by department rule; authorizes credentialing entities to approve certain certified recovery residence administrators to actively manage up to specified number of residents; prohibits certain certified recovery residence administrators who have been removed from recovery residence from continuing to actively manage more than specified number of residents; creates Substance Abuse & Mental Health Treatment & Housing Task Force within DCF.

Foreign-licensed Physicians; Provides alternative to approved residency requirement for foreign-trained physicians.

Use of Information Obtained by Automated License Plate Recognition System; Requires law enforcement agency that uses automated license plate recognition system to adopt policy for use of information obtained by such system according to certain rules, regulations, & standards.

Florida School for Competitive Academics; Revises components of delivery of public education within Florida Early Learning-20 education system; provides for establishment of Florida School for Competitive Academics; requires Commissioner of Education to ensure eligible students are informed of school; requires Auditor General to conduct audits of school; authorizes DOE's Office of Inspector General to conduct investigations; exempts school from specified requirements in Florida Early Learning-20 Education Code; exempts school personnel from provisions governing state career service system; specifies manner of setting salaries for positions within school.
