Designation of a Diagnosis on Motor Vehicle Registrations; Requires language on application form for motor vehicle registration to allow applicant to indicate that applicant has been diagnosed with, or is parent or legal guardian of child or ward who has been diagnosed with, specified disabilities or disorders; requires specified designation to be included in motor vehicle record; prohibits inclusion of specified information in motor vehicle record for certain purposes; requires DHSMV to allow specified persons to update motor vehicle registration to include or remove specified designation at any time.

Artificial Intelligence Use in Political Advertising; Requires certain political advertisements, electioneering communications, or other miscellaneous advertisements to include specified disclaimer; specifies requirements for disclaimer; provides for criminal & civil penalties; authorizes person to file certain complaints; provides for expedited hearings.

Tuskegee Airmen Commemoration Day; Designates Tuskegee Airmen Commemoration Day, which occurs on fourth Thursday in March, as legal holiday.

Online Protections for Minors; Requiring social media platforms to prohibit certain minors from creating new accounts; requiring social media platforms to terminate certain accounts and provide additional options for termination of such accounts; providing conditions under which social media platforms are required to prohibit certain minors from entering into contracts to become account holders; authorizing the Department of Legal Affairs to bring actions under the Florida Deceptive and Unfair Trade Practices Act for knowing or reckless violations; authorizing the department to issue and enforce civil investigative demands under certain circumstances, etc.

Homestead Tax Exemptions; Provides that repair & maintenance of specified property is not a change, addition, or improvement under certain circumstances; revises interest rate & penalty that applies to property owners who unlawfully received homestead exemption.

Coastal Construction and Assessments; Provides that only coastal counties & coastal municipalities that received written authorization from DEP may establish construction zoning & building code exceptions to coastal construction control lines; prohibits DEP from delegating authority to coastal counties & coastal municipalities that did not receive such authorization; authorizes DEP to award grants to coastal counties for certain saltwater intrusion vulnerability assessments & provide certain cost-share funding; requires DEP to update certain data & make certain information available on its website.

First Responders and Crime Scene Investigators; Defines "first responder"; provides PTSD suffered by crime scene investigator is compensable occupational disease; authorizes diagnoses be made through telehealth; provides requirements for benefits; requires employing agency to provide mental health training.

Use of Campaign Funds for Child Care Expenses; Authorizes candidate to use funds on deposit in his or her campaign account to pay for child care expenses under specified conditions.

International Baccalaureate Teacher Bonuses; Revises requirements for calculation of additional full-time equivalent membership & certain bonuses based on IB examination scores of students to include students who earn equivalent scores as determined by DOE; requiring OPPAGA to conduct a specified study.

Suits Against the Government; Abolishes common-law doctrine of home venue privilege with respect to action against state; increases statutory limits on liability for tort claims against state & its agencies & subdivisions; authorizes subdivision of state to settle claim in excess of statutory limit without further action by Legislature regardless of insurance coverage limits; prohibits insurance policy from conditioning payment of benefits on enactment of claim bill; specifies limitations in effect on date claim accrues apply to that claim; revises period within which certain claims must be present to certain entities; revises exceptions relating to instituting actions on tort claims against state or one of its agencies or subdivisions; revises period after which failure of certain entities to make final disposition of claim shall be deemed final denial of claim; revises statute of limitations for tort claims against state or one of its agencies or subdivisions & exceptions thereto.
