Rec./Investigations by the Department of Legal Affairs; Provides exemption from public records requirements for information relating to investigations by DLA of certain artificial intelligence transparency violations; provides for future legislative review & repeal of exemption; provides statement of public necessity.

Child Care and Early Learning Providers; Revises positions related to tax credits for corporations providing or paying for child care; licensing standards for child care facilities; child care personnel; minimum standards; child care regulation; & large family child care homes.

Advanced Technology; Creates Government Technology Modernization Council; provides for council membership, meetings, & duties; requires certain entities, persons, & state agencies to adopt safety & transparency standards & provide statements & disclosures for communications & interactions generated by artificial intelligence; prohibits knowingly possessing, controlling, intentionally viewing, or intentionally creating, or reproducing specified child pornography generated by certain means; authorizes DLA to bring actions for violations under Florida Deceptive & Unfair Trade Practices Act; provides civil & criminal penalties.

Community-based Child Welfare Agencies; Authorizes DCF to extend contracts with community-based care lead agencies under certain circumstances; revises requirements for entity to serve as lead agency; requires lead agency's board of directors to disclose any known or potential conflicts of interest; requires department contracts with lead agencies to include certain contractual penalty provisions; requires department, in collaboration with lead agencies & providers of child welfare services, to develop specific funding methodology for allocation of core services which meets certain criteria; prohibits department from changing lead agency's allocation of funds provided in General Appropriations Act without legislative approval; requires contract between department & lead agency to specify rights & obligations to real property held by lead agency during term of contract.

Online Protections for Minors; Requiring certain social media platforms to prohibit certain minors from creating new accounts and to verify the age of account holders; specifying the age verification methods the social media platform is required and authorized to offer; requiring certain social media platforms to terminate certain accounts and provide additional options for termination of such accounts; authorizing the Department of Legal Affairs to bring actions for knowing or reckless violations under the Florida Deceptive and Unfair Trade Practices Act; providing penalties, etc.

Homestead Property Tax Assessment; Proposes amendment to State Constitution to increase period of time during which accrued benefit from specified limitations on homestead property tax assessments may be transferred from prior homestead to new homestead & revising calculation of such transfer.

Resale of Tickets; Provides requirements for websites of ticket resellers; provides for donation, transfer, & resale of certain tickets; authorizes original seller to request information from final ticket holders; prohibits original ticket seller from taking certain actions against person who purchases or resells ticket; preempts regulation of sale or resale of tickets to state.

Florida Kidcare Program Eligibility; Increases income eligibility threshold for coverage under Medikids program component; increases income eligibility threshold for coverage under Florida Kidcare program; requires applicant seeking coverage under program to provide certain documentation if eligibility cannot be verified using reliable data sources; requires that premiums for certain enrollees under Florida Kidcare program be based on tiered system of uniform premiums.
