Governmental Entity Access to and Use of Vendor Background Information; Authorizes DMS to grant governmental entities access to specified electronic systems regarding certain vendors; specifies uses for which state governmental entities may use such systems; authorizes governmental entities to make certain determinations if certain affidavits submitted as part of competitive solicitation are not true; specifies that determination that affidavit is not true or that vendor is not responsible or responsive does not constitute decision or intended decision subject to protest.

Suits Against the Government; Increases statutory limits on liability for tort claims against state & its agencies & subdivisions; authorizes subdivision to settle claim in excess of statutory limit without legislative action regardless of insurance coverage limits; prohibits insurance policy from conditioning benefits on enactment of claim bill; specifies that limitations in effect on date claim accrues apply to that claim; revises period within which certain claims must be presented; revises exceptions relating to instituting tort claims against state or agencies or subdivisions; revises period after which failure of certain entities to make final disposition of claim shall be deemed final denial of claim for certain purposes; revises statute of limitations for tort claims against state or one of its agencies or subdivisions & exceptions.

State Land Management; Requiring public hearings for all updated conservation and nonconservation land management plans; requiring the Division of State Lands of the Department of Environmental Protection to make available to the public, within a specified timeframe, electronic copies of land management plans for parcels of a certain size and for parcels located in state parks; revising the duties of the Division of Recreation and Parks of the Department of Environmental Protection; specifying requirements for the management of parks and recreational areas held by the state; requiring the division to comply with specified provisions when granting certain privileges, leases, concessions, and permits; authorizing the division to acquire, install, or permit the installation or operation at state parks of campsites and cabins that meet certain requirements; prohibiting the division from authorizing certain uses or construction activities within a state park; prohibiting the division from installing or permitting the installation of any lodging establishment within the boundaries of a state park; requiring that individual management plans for parcels located within state parks be developed with input from an advisory group; requiring that the advisory group's required public hearings be noticed to the public within a specified timeframe, etc.

Children's Medical Services Program; Transfers operation of Children's Medical Services Managed Care Plan from DOH to AHCA, effective on specified date; provides construction as to judicial & administrative actions pending as of specified date & time; requires department's Children's Medical Services (CMS) program to collaborate with agency in care of children & youth with special health care needs; requires CMS program to conduct certain clinical eligibility screenings & provide ongoing consultation to agency for specified purpose; requires agency to implement approved waiver amendment subject to certain conditions; authorizes agency to adopt rules; requires agency to submit results of evaluation to Governor & Legislature by specified date; requires ACHA to develop comprehensive plan to redesign Florida Medicaid Model Waiver for home & community-based services to include children who receive private duty nursing services; providing requirements for the redesign of waiver program; requires agency to submit specified report to Governor & Legislature.

Child Care and Early Learning Providers ; Provides exemption for public & private preschools from specified special assessments levied by municipality; defines "preschool"; revises licensing standards for all licensed child care facilities & minimum standards & training requirements for child care personnel; requires DCF to conduct specified screenings of child care personnel within specified timeframe & issue provisional approval of such personnel under certain conditions; revises minimum standards for sanitation & safety of child care facilities; removes provisions relating to educating parents & children about specified topics; removes provisions relating to specialized child care facilities for care of mildly ill children; requires county commission to annually affirm certain decisions; expands types of providers to be considered when developing & implementing plan to eliminate duplicative & unnecessary inspections; revises requirements for abbreviated inspection plan for certain child care facilities; removes provisions requiring family day care homes & large family child care homes to provide specified information to parents; removes provision requiring department to develop specified flyer; authorizes certain exempt child care facilities to submit application for licensure to department or local licensing agency.

Emergencies; Revises provisions relating to emergencies including tenant rights, elections held after emergency, planning & preparedness for election emergencies, emergency management plans, training, government offices, National Flood Insurance Program participation, replacement structures, reporting, assessment of property, shelters, medical care, comprehensive plans, powers & duties of DEM, notification, financial assistance & funding, grant programs, contracts for emergency services, hurricane recovery, transportation of essentials, debris management, & hoisting equipment.

Transportation; Authorizes person to request administrative hearing with school district after receiving notice of violation; authorizes school district to appoint local hearing officer to conduct administrative hearing; requires DHSMV to determine certain speed limits; authorizes school resource officers to enforce specified traffic laws on roadways within school district; provides minimum civil penalties for specified violation enforced by school bus infraction detection system; prohibits publicly owned airports from charging landing fee for certain aircraft operations; revises conditions under which DOT may acquire property through eminent domain; revises requirements for designation of additional M.P.O.'s; revises projects & strategies to be considered in developing M.P.O.'s long-range transportation plan & transportation improvement program; establishes Next-generation Traffic Signal Modernization Program; establishes airport pilot program at Sarasota Manatee Airport Authority.

Specialty License Plates ; Directs DHSMV to develop United States Naval Academy license plate; provides for distribution & use of fees collected from sale of plate.
