Cardiac Emergencies; Requires, rather than authorizing, school districts to provide training in basic first aid to certain students; provides requirements for such training; requires each public school to develop plan for urgent life-saving emergencies (PULSE) for specified purposes; & provides requirements for school, staff, & defibrillator use & storage.

Motor Vehicle Manufacturers and Franchised Motor Vehicle Dealers; Revises provisions related to relations between applicants and licensees, or common entities thereof, and franchised motor vehicle dealers including prohibitions on certain performance metrics, prohibition on retaliation, and circumstances under which franchise agreements are deemed unfair.
Certified Recovery Residences; Provides that certain certified recovery residences are deemed nontransient residential use of land for specified purpose; prohibits local law, ordinance, or regulation from prohibiting or regulating recovery residence in multifamily structure; requires municipality or county to allow certain certified recovery residences in specified zoned districts without need to obtain changes in certain zoning or land use; authorizes municipality or county to deny establishment of Level IV certified recovery residence for specified use; defines "adjacent to"; provides applicability; revises & providing requirements for personnel-to-resident ratio for Level IV certified recovery residence.
Contracting with Foreign Countries of Concern; Prohibits governmental entities from entering into certain contracts for services or to purchase certain products & from extending or renewing contracts with entities with certain connections to foreign countries of concern; requires certain entities that submit bid, proposal, or reply to provide goods or services to sign affidavit; prohibits laboratories from using certain operational or research software produced in or by foreign country of concern, state-owned enterprise of foreign country of concern, or company domiciled within foreign country of concern; provides certain protections for licensees who fail to obtain assurances from person or entity that indirectly owns controlling interest in licensee or indirectly holds interest in certain entities.
Transportation; Authorizes Secretary of Transportation to appoint certain officers; revises provisions relating to FTC; creates Florida Transportation Research Institute & Florida Transportation Academy & provides functions & requirements for each; revises provisions relating to project funding & funding prioritization, DOT responsibilities, Florida Seaport Transportation & Economic Development Council, commercial service airports, private airports of public interest, reporting requirements, advanced air mobility, performance & productivity measures, & permitting; removes provisions relating to social & economically disadvantaged business enterprises; provides certain authorities power to take certain actions through interlocal agreement; authorizes DOT to require amount of certain bonds be less than certain amount; revises budgetary procedures for DOT; requires EOG to modify approved operating budget for fixed capital outlay expenditures; revises requirements & provides certain conditions for issuance of permit for certain new signs on public rights-of-way; repeals provisions relating to high-occupancy-vehicle lanes, socially & economically disadvantaged business enterprises, penalties for false representation of such enterprises, contract awards to such enterprises, & electric vehicle charging stations & infrastructure plan development.
