Cyberintimidation by Publication; Requires that specified information has been electronically published without consent in order to constitute violation; removes requirement that an offender intend that person be placed in reasonable fear of bodily harm when making threat or harassing person; increases criminal penalty for violation; creates civil cause of action; requires clear & convincing standard of evidence in such actions.

Elections of County Commissioners, District School Board Members, and District School Superintendents; Establishes county commissioner districts based on population of county; requires county commissioners to be nominated & elected by qualified electors who reside in same county commissioner district as commissioner; requires membership of board of county commissioners to be based on certain population criteria for each county; requires commissioners to be elected at specified time & terms to be staggered; revises membership of district school boards; requires membership to be based on certain population criteria for each county; requires membership to be identical to that of board of county commissioners; requires members of district school board to be elected by qualified electors who reside in same school district as member; revises provisions relating to election & term of office for district school superintendents.

Nicotine Products; Provides that applicants for retail tobacco products dealer permits consent to inspection & search without warrant; authorizes Division of Alcoholic Beverages & Tobacco of DBPR to assess specified fines & certain penalties for each violation involving sale of certain single-use nicotine dispensing devices or advertising, promoting, or displaying for sale such devices; restricts advertising, promoting, & displaying for sale certain single-use nicotine dispensing devices by retail nicotine products dealers in certain instances; authorizes advertising, promoting, & displaying for sale certain single-use nicotine dispensing devices by retail nicotine products dealers in certain instances; provides restrictions on locations for specified dealers of nicotine products; requires dealers to submit application to division for conditional use or legally recognized nonconforming use in specified circumstances; requires dealers to relocate following approval of such applications within specified period of time.

Registration of Agents and Organizations Associated with Foreign Countries of Concern; Requires agents of foreign countries of concern & foreign-supported political organizations to register with Division of Elections within specified timeframe; requires registration of agent of foreign country of concern be signed under oath; requires division to create registration forms.

Election of County Commissioners and Superintendent of Schools; Proposes an amendment to the State Constitution to require the membership composition of a board of county commissioners to be based on population, to require county commissioners to be elected by qualified electors who reside in same county commission district as commissioner, & to require superintendent of schools to be elected.

Kratom Products; Revises Florida Kratom Consumer Protection Act; requires DACS to certify certain laboratories; provides for distribution & retail sale of kratom products; provides for mail order, Internet, & remote sales of kratom products; provides for seizure & destruction of contraband kratom products; prohibits ingestion of kratom products near school properties; authorizes specified businesses to sell kratom products; revises & provides penalties.

K-12 School Route Optimization Pilot Program; Creates K-12 school route optimization pilot program in specified county school districts; provides program requirements; provides reporting requirements; requires DOE to assist school districts with implementation of pilot program; provides for expiration of program.

Term Limits for State Representatives and Senators; Proposes amendment of State Constitution to revise term limits applicable to state representatives & state senators.

Religious and Patriotic Expression in the Public School System; Requires specified information to be provided to certain persons relating to religious expression & liberties in public schools; revises requirements for display of state motto, "In God We Trust," in certain schools & buildings.

Prostitution and Related Acts; Prohibits adults from prostitution & specified related acts; requires court to order that person sentenced for certain violations attend an educational program; authorizes judicial circuits to establish certain educational programs; repeals provisions relating to forcing another to become prostitute; prohibits certain acts concerning locations used for purpose of commercial sex; provides that specified testimony concerning reputation of locations is admissible in trial of persons charged with certain offenses; requires reclassification of offenses; requires court to order that certain defendants perform community service, pay for & attend an educational program, pay civil penalty, & receive sexually transmitted disease testing.
