Property Owner Liability; Provides that property owner is liable for damages caused by trees or shrubs located on his or her property when they fall on another's property; provides applicability; provides that trees & shrubs located on two or more parcels may be removed by any of property owners after serving proper notice & posting on other parcels; provides exception.

Contracting with Foreign Countries of Concern; Prohibits governmental entities from entering into certain contracts for products with foreign countries of concern if foreign countries have specific ownership interests in those products; removes provisions which prohibit local governments from entering into or renewing specified contracts with certain entities if doing so would give access to personal identifying information.

Local Government Impact Fees and Development Permits and Orders ; Prohibits county from requiring applicant to take certain actions as condition of processing development permit or development order; requires completion of demonstrated-need study using plan-based methodology before adoption of impact fee increase which expressly demonstrates certain extraordinary circumstances; prohibits increases in certain impact fees unless specified extraordinary circumstances are demonstrated; prohibits local government from increasing impact fee rate; prohibits municipality from requiring applicant to take certain actions as condition of processing development permit or development order.

Mobile Cranes and Accessory Support Vehicles; Revises definition of "special mobile equipment"; authorizes DOT to issue special blanket permit for mobile crane operating on & off Interstate Highway System to tow certain motor vehicle; authorizes DOT to issue special blanket permit for mobile crane & accessory support vehicle of certain dimensions to travel on & off Interstate Highway System at all hours, subject to local restrictions; authorizes DOT to issue special blanket permit for mobile crane & accessory support vehicle exceeding certain weight limits to travel on & off Interstate Highway System.

Biomarker Testing; Requires AHCA to establish provider reimbursement schedule & billing codes for specified medical services & procedures coding to cover biomarker testing; authorizes Medicaid program coverage of certain colorectal cancer tests; requires Medicaid managed care plans to cover certain colorectal cancer tests at certain level; requires agency to contract for cost-benefit analysis.

Regional Planning and Economic Development; Revises provisions relating to creation of Department of Commerce & its powers & duties; establishes Office of Secure Florida within DOC; revises economic policies of state comprehensive plan to promote entrepreneurship from certain business startups; revises composition of statewide advisory board of Florida Small Business Development Center Network; creates Rural Accelerator Program within DOC; requires funds to be appropriated from Rural Infrastructure Fund; revises composition requirements of Florida Sports Foundation; revises provisions relating to convention grants program established by Florida Tourism Industry Marketing Corporation; revises provisions relating to use of statewide contracts register & who Small Business Development Center is required to coordinate with regarding such use; authorizes counties & municipalities to enter into agreements to create regional planning entities pursuant to specified law; replaces regional planning councils with DEP for purposes of hazardous waste management assessments & facilities; revises provisions relating to local health councils; revises composition of Affordable Housing Study Commission.

Firefighter Health and Safety ; Requires Division of State Fire Marshal within DFS to adopt certain rules; requires division to assist in decreasing frequency of fatalities; requires division to adopt rules relating to education on chemical hazards or toxic substances & mental health best practices.

Education; Establishes the Council on the Social Status of Black Men and Boys within Florida Memorial University, rather than the Department of Legal Affairs; requiring Florida Memorial University, rather than the Office of the Attorney General, to provide staff and administrative support to the council; providing that the council's meeting times are approved by the president of Florida Memorial University, rather than the Attorney General; revising the number of members required for a quorum; authorizing members to appear by communications media technology; providing that members who appear by such technology are considered present and may be counted toward the quorum requirement; providing notice requirements for public meetings or workshops conducted by means of communications media technology.

Sexual Images; Prohibits person from possessing with intent to promote specified depictions including lewd or lascivious image; prohibits person from soliciting, possessing, controlling, or intentionally viewing depiction including lewd or lascivious image; provides criteria that may be used to evidence actual or simulated lewd exhibition of genitals; prohibits person from soliciting depiction including child pornography; prohibits person from willfully generating an altered sexual depiction of an identifiable person, without consent; prohibits person from soliciting an altered sexual depiction of an identifiable person without consent; prohibits person from possessing with intent to maliciously promote altered sexual depiction of identifiable person without consent.

Human Trafficking Awareness; Requiring the Department of Education to identify a curriculum regarding human trafficking awareness; specifying required components of the curriculum; authorizing in-person or online training; requiring public schools to require that certain personnel have received certain training, etc.
