Task Force on the Monitoring of Children in Out-of-Home Care; Creates Task Force on Monitoring of Children in Out-of-Home Care; provides for membership; requires task force to convene by specified date; authorizes task force to conduct meetings through teleconference or other electronic means; provides duties of task force; requires Florida Institute for Child Welfare to conduct focus groups & submit its findings to task force; requires DCF to submit certain monthly reports to task force; requires task force to submit report to Governor & Legislature; provides for repeal of task force.

Correctional Facility Oversight and Programming; Creates Citizens Oversight Council within DOC; specifies duties & responsibilities concerning adult & juvenile correctional facilities of DOC & DJJ; requires Florida Commission on Offender Review & DOC to jointly develop voluntary long-term inmate program; requires program to be offered to male & female inmates; requires program to provide evidence-based programming.

Compulsory School Attendance; Revises required age for compulsory school attendance from 16 to 18 years of age; removes requirement that student's parent sign declaration of intent to terminate school enrollment; removes requirement that school district notify student's parent upon receipt of such declaration.

Transportation Facility Designations; Designates Virginia Creighton Bridge in Hillsborough County; directs DOT to erect suitable markers.

Property Tax Exemptions For Widows, Widowers, Blind Persons, or Persons Totally and Permanently Disabled; Increases property tax exemption for residents who are widows, widowers, blind persons, or persons totally & permanently disabled.

Affordable Housing; Provides tax credit against corporate income taxes to landlords who lease or sell dwelling units under specified conditions to college students & recent college graduates; specifies maximum amount of tax credit available in any one year; prohibits landlords from transferring tax credits except under specified conditions; authorizes DOR to adopt rules & coordinate with Shimberg Center for Affordable Housing; requires Shimberg Center for Affordable Housing to determine certain affordable housing rental needs for certain purposes.

Certificates of Completion; Provides students who have been awarded certificate of completion are eligible to enroll in certain programs; requires identification of such programs by charter technical career centers; & requires students who will be awarded certificate of completion to be advised of specified educational options.

Relief/Barney Brown/State of Florida; Provides appropriation from State of Florida to compensate Barney Brown for wrongful incarceration; provides that act does not waive certain defenses or increase state's liability; provides appropriation satisfies all present & future claims; prohibits award of additional amounts for fees, costs, & other expenses. CLAIM WITH APPROPRIATION: $1,900,000

Criminal Rehabilitation; Specifies to rehabilitate offender to transition back to community successfully is one of primary purposes of sentencing; reduces minimum sentence that must be served by defendant from 85 percent of sentence to 65 percent; revises provisions concerning gain time to provide for outstanding deed gain-time, good behavior time, & rehabilitation credits; revises limits on awards.

Relief/Robert Earl DuBoise/State of Florida; Provides for relief of Robert Earl DuBoise; provides appropriation to compensate him for being wrongfully incarcerated for 37 years; directs Chief Financial Officer to draw warrant payable directly to Mr. DuBoise; specifies conditions for payment; provides that act does not waive certain defenses or increase state’s limits of liability; provides that certain benefits are vacated upon specified findings. CLAIM WITH APPROPRIATION: $1,850,000
