Duties of the Inspector General of the Department of Corrections; Transfers law enforcement duties of Inspector General of DOC to FDLE; removes provisions relating to law enforcement certification & powers of Inspector General Personnel.
Parole Eligibility; Requires Commission on Offender Review & DOC to jointly administer voluntary long-term inmate program using existing resources; requires program to provide evidence-based programming to inmates; establishes eligibility; provides inmates may be removed from program; provides that successful completion does not guarantee parole.
Film, Television, and Digital Media Project Rebate Program; Creates Targeted High Wage Production Program within DEO; provides rebate eligibility requirements & application procedures; requires Commissioner of Film & Entertainment to review applications & take certain actions; requires annual report to Governor & Legislature; provides for expiration of program & reversion of appropriated funds.
Workforce Education and Training Grants; Authorizes Florida College System institutions to apply to DOE to receive grant for certain purposes; authorizes DOE to award grants to applicants; requires DEO to partner with each institution receiving grant to provide specified insight.
Assault Weapons and Large-capacity Magazines; Prohibits sale, transfer, or possession of assault weapon or large-capacity magazine; requires certificates of possession for assault weapons or large-capacity magazines lawfully possessed before specified date; limits sales or transfers of assault weapons or large-capacity magazines documented by such certificates; provides enhanced penalties for offenses committed with assault weapon or large-capacity magazine.
Prohibition of Slavery and Involuntary Servitude; Proposes creation of Section 28 of Article I of State Constitution to prohibit slavery & involuntary servitude.
Domestic Abuser Registration; Requires FDLE to post publicly accessible registry on its website of persons convicted of domestic abuse offenses; provides requirements for registry; requires clerk of court in each county to forward certain notice of conviction for domestic abuse offense to FDLE within specified time; requires maintenance of specified information for certain time periods; requires removal of specified records under certain circumstances.
Children with Developmental Delays; Revises definition of term "exceptional student" to include additional students with developmental delays.
Voluntary Admissions of Minors; Revises provisions relating to voluntary admission of minors to facility for examination & treatment; requires minor's assent to voluntary care be verified.
High School Graduation Requirements in Personal Finance; Revises required credits for standard high school diploma to include one-half credit of instruction in personal financial literacy & money management & seven & one-half, rather than eight, credits in electives; authorizes students to earn one-half credit in personal financial literacy & money management as elective.
