Minimum Age for Firearm Purchase or Transfer; Reducing minimum age at which person may purchase firearm & age of purchasers to which specified licensees are prohibited from selling or transferring firearm.
Florida High School Athletic Association; Requires FHSAA to adopt bylaws requiring member schools to provide certain health care services to student athletes; provides requirements for such bylaws.
Taxes on Purchases Made Through Private-label Credit Card Programs; Removes limitation on maximum amount of tax that can be recovered from certain payments.
Enforcement of School Bus Passing Infractions; Authorizes school districts to install & operate school bus infraction detection systems & to contract with private vendor or manufacturer; requires school districts to enter into interlocal agreements with law enforcement agencies to enforce violations; requires school district to provide certain public notice; provides notification requirements & procedures for vendors, manufacturers, & law enforcement agencies; requires person who receives notification of violation to pay civil penalty or request hearing within specified timeframe; provides for distribution & use of funds; specifies requirements of & prohibitions on use of video & images recorded by system; requires reports to DHSMV, Governor, & Legislature; requires SBE to establish system specifications; provides civil penalties for violations enforced by system.
Local Ordinances; Authorizes courts to assess & award reasonable attorney fees & costs & damages in certain civil actions filed against local governments; specifies limitation on awards & restriction on fees & costs of certain litigation; provides certain procedures for continued meetings on proposed ordinances; provides duties of board of county commissioners & governing body of municipalities.
Public Nuisances; Prohibits person from distributing onto private property any material for purpose of intimidating or threatening owner, resident, or invitee; prohibits person from willfully & maliciously harassing, threatening, or intimidating another person based on person's wearing or displaying of any indicia relating to any religious or ethnic heritage; requires violations be reported as hate crimes; prohibits display or projection of images onto building, structure, or property without permission; prohibits person who willfully enters campus of state university or Florida College System institution for purpose of threatening or intimidating another person from remaining on such campus after being warned to depart.
Interscholastic Extracurricular Activities; Authorizes certain FLVS full-time program & charter school students to participate in interscholastic extracurricular activities at private school.
Public Safety; Authorizes person to carry concealed weapon or firearm if he or she is licensed to do so or meets specified requirements; requires person who is carrying concealed weapon or firearm without license to carry identification & display upon demand by law enforcement; prohibits person who is carrying concealed weapon or firearm without license from carrying such weapon or firearm in specified locations; authorizes nonresident to carry concealed weapon or firearm in this state if he or she meets same requirements as resident; requires Office of Safe Schools to develop behavioral threat management operational process. Education; Revises provisions relating to Family Empowerment Scholarship Program, Florida Tax Credit Scholarship Program, part-time enrollment in public schools, transportation of students, graduations requirements, Commissioner of Education duties, & educator certifications.
