Online Protections for Minors; Requiring social media platforms to prohibit certain minors from creating new accounts; requiring social media platforms to terminate certain accounts and provide additional options for termination of such accounts; providing conditions under which social media platforms are required to prohibit certain minors from entering into contracts to become account holders; authorizing the Department of Legal Affairs to bring actions under the Florida Deceptive and Unfair Trade Practices Act for knowing or reckless violations; authorizing the department to issue and enforce civil investigative demands under certain circumstances, etc.
Interest on Trust Accounts; Requires CFO to set rate of interest payable by eligible institutions on interest on trust accounts quarterly, effective on specified dates; provides that percentage yield of such rate may not exceed specified threshold; requires CFO to inform Funding Florida Legal Aid of rate established for quarter; authorizes eligible institutions to pay annual percentage yield that is greater of specified interest rates or dividends on specified accounts; requires that such institutions submit to Funding Florida Legal Aid certain form promulgated by The Florida Bar.
Asbestos and Silica Claims; Revises information required to be included in sworn information form for asbestos or silica claims; specifies such form is inadmissible in evidence at trial; requires courts to dismiss certain claims upon motion by defendant; requires motions to dismiss to include certain certifications.
Minimum Age for Firearm Purchase or Transfer; Reducing minimum age at which person may purchase firearm & age of purchasers to which specified licensees are prohibited from selling or transferring firearm.
Tourist Development Tax; Prohibits allocation of more than certain percentage of tourist development tax revenue from individual project without a supermajority vote by a specified entity.
Municipal Water or Sewer Utility Rates, Fees, and Charges; Removes provision authorizing certain municipalities serving consumers outside their boundaries to add specific surcharges to rates, fees, & charges; removes provision which does not require public hearing for adding specific surcharges; requires certain municipalities to conduct rate studies by specified dates which evaluate future capital needs, whether rates are expected to generate sufficient revenues to cover costs & support investments, & whether costs are equitably distributed.
Foreign Polluters; Urges Congress to support solutions that examine pollution differential between United States production & other countries & that hold foreign polluters accountable for their pollution.
Ethics; Increases maximum fine for violations of specified lobbying provisions; prohibits member of Commission on Ethics from serving more than two full terms, instead of two full terms in succession; revises and provides requirements relating to procedures & timeframes for investigation & reports of complaints or referrals of violations of Code of Ethics.
