Return of Weapons and Arms Following an Arrest; Requires weapons, electric weapons or devices, or arms taken from person pursuant to arrest that are not seized as evidence or seized & subject to forfeiture to be returned to person within certain timeframe if specified conditions are met; authorizes sheriff or chief of police to develop procedures to ensure timely return of such weapons, electric weapons or devices, or arms; prohibits sheriff or chief of police from requiring court order before releasing such weapons, electric weapons or devices, or arms; provides exception; removes requirement for order of trial court judge to return pistol or firearm taken following arrest for breach of peace.
Online Protections for Minors; Requiring certain social media platforms to prohibit certain minors from creating new accounts and to verify the age of account holders; specifying the age verification methods the social media platform is required and authorized to offer; requiring certain social media platforms to terminate certain accounts and provide additional options for termination of such accounts; authorizing the Department of Legal Affairs to bring actions for knowing or reckless violations under the Florida Deceptive and Unfair Trade Practices Act; providing penalties, etc.
Family Empowerment Scholarship Program; Revises number of students eligible to participate in Family Empowerment Scholarship Program.
Public Safety Emergency Communications Systems; Provides requirements for two-way radio communication enhancement systems including submission of design, installation of such system, required assessments & consents, & modifications; prohibits local authority from withholding temporary certificate of occupancy; requires State Fire Marshal to incorporate changes made by this act into Florida Fire Prevention Code; exempts installations of two-way radio communication enhancement systems from certain prohibition.
Designation of Brevard Barrier Island Area as Area of Critical State Concern; Designates Brevard Barrier Island Area as area of critical state concern; provides guiding principles for development within area; provides for removal of designation; providing construction.
Unmanned Aircraft Systems Act; Removes provision requiring certain persons & governmental entities to apply to FAA to restrict or limit operation of drones in close proximity to certain infrastructure or facilities; removes provision allowing drone operating in transit for commercial purposes to operate over critical infrastructure facility; provides for future sunset of definition of "critical infrastructure facility."

Interscholastic Activities; Authorizing charter school students and Florida Virtual School full-time students to participate in extracurricular activities at a private school under certain circumstances authorizing charter school students and Florida Virtual School full-time program students to participate in interscholastic extracurricular activities at private schools under certain circumstances; authorizing traditional public school students to participate in interscholastic and intrascholastic activities at certain schools; revising the requirements for students to participate in such activities, etc.
Education; Requiring school districts to annually review and confirm that specified information is accurate and up to date; creating the Year-round School Pilot Program for a period of 4 school years beginning with a specified school year; requiring the Commission for Independent Education to annually prepare an accountability report by a specified date; providing requirements for searches of students’ personal belongings; requiring dual enrollment courses to be age and developmentally appropriate; authorizing students to use a combination of volunteer service hours and paid work hours to meet certain program eligibility requirements; providing an appropriation, etc. APPROPRIATION: $6,800,000
