Relief/Maury Hernandez/Department of Corrections; Provides appropriation to compensate Maury Hernandez for injuries & damages sustained as consequence of DOC's failures to enforce probation laws, regulations, & policies; provides limitation on payment of compensation & attorney fees. Elections; Requires Florida Commission on Offender Review to develop & maintain database containing certain information; repeals provisions relating to Office of Election Crimes & Security & prohibition on use of private funds for election-related expenses; prohibits certain governmental entities from taking certain actions relating to elections; establishes Florida Voting Rights Act Commission; requires commission to designate certain languages for which assistance in voting & elections must be provided in certain circumstances; requires commission to enter into agreement to create Florida Voting & Elections Database & Institute; provides that enactment or implementation of certain policies by covered jurisdiction is subject to preclearance by commission; authorizes court to order certain appropriate remedies; authorizes certain persons to register to vote & immediately thereafter cast vote in certain circumstances authorizes DHSMV to preregister certain individuals to vote; revises provisions relating to third-party voter registration organizations & vote-by-mail ballots; establishes General Election Day as paid holiday; repeals prohibition on ranked-choice voting; authorizes certain persons to file certain civil actions.
Autism Spectrum Disorder Training for Law Enforcement Officers; Provides requirements for training officers regarding individuals with autism spectrum disorder; requires Criminal Justice Standards & Training Commission to adopt rules requiring such training as part of continued employment training.
Postsecondary Students Who Are Homeless or At Risk of Homelessness; Revises provisions relating to services & information provided to & for students experiencing or at risk of experiencing homelessness; establishes Fostering Independence Grant Program within DOE to be administered by FCS institutions & state universities; provides requirements for program.
Transportation Facility Designations; Designates Dylan Roberts Memorial Crosswalk in Alachua County; directs DOT to erect suitable markers.
Guardianship; Revises provisions relating to guardianships, visitation rights of minor’s or alleged incapacitated person’s family, alternatives to guardianship, petitions for appointment of guardian, & verified inventory & annual accounting requirements; requires full reevaluation of need for guardianship after certain time; prohibits judges from overseeing reevaluation proceedings; requires court to impanel jury for certain purpose.
Reentry Resource Centers; Provides inmate transition services through reentry resource centers; specifies types of assistance that should be included; specifies process for provision of such assistance; provides goals; requires DOC to coordinate with other departments for certain purposes.
Restorative Justice; Revises intent of specified provisions; requires DOC to develop & implement training programs for eligible inmates which include training about restorative justice; revises guideline for providing information concerning services available to victims of crime to include restorative justice; defines "restorative justice.”
Agreement Among the States to Elect the President by National Popular Vote; Provides for enactment of Agreement Among States to Elect President by National Popular Vote; provides method by which state may become member state; requires statewide popular election for President & Vice President of U.S.; establishes procedure for appointing presidential electors in member states; provides that agreement becomes effective upon occurrence of specified actions; provides for withdrawal of member state; requires notification of member states when agreement takes effect in nonmember state or when member state withdraws from agreement.
