Perfluoroalkyl and Polyfluoroalkyl Substances; Prohibits, beginning on specified date, certain use & sale, purchase, or distribution of aqueous film-forming foam; requires, beginning on specified date, certain entities to submit aqueous film-forming foam inventories & disposal plans to DEP; prohibits, beginning on specified date, possession & use of aqueous film-forming foam; authorizes DEP to administer certain grants or cost share programs; provides penalties & injunctive relief; requires certain public entities disposing of domestic wastewater biosolids and treated effluent to quarterly conduct specified samplings & submit results to DEP; limits purpose such samplings until specified standards are established by EPA & adopted by DEP.

Domestic Violence and Protective Injunctions; Reclassifying penalties for committing a domestic violence offense if a person has a prior conviction for domestic violence; providing that sentencing and incentive gain-time eligibility determinations are made without regard to a penalty enhancement; establishing an electronic monitoring pilot program in a specified county; requiring the sheriff, in consultation with certain persons, to design and implement the pilot program; providing requirements for the pilot program; requiring the Department of Corrections to complete an evaluation and provide specified reports to the Legislature; requiring the Department of Law Enforcement to enter injunctions against dating violence and sexual violence into a statewide verification system, etc.

Maternal Health and Early Learning; Requires DOH to establish certain home visit program for expectant mothers; provides program requirements; authorizes AHCA to authorize reduced fees for applicant or licensee for certain birthing centers; removes acceptance criteria for birthing centers; requires department to provide blood pressure monitor & cuff to expectant mother for certain purposes; requires department to create certain educational materials; revises continuing education requirements for physicians to include review of certain Medicaid payments for certain persons.

Descendants and Estates of Charles Greenlee, Walter Irvin, Samuel Shepherd, and Ernest Thomas; Provides that certain facts are found & declared to be true; provides that sum is appropriated from General Revenue Fund to DOS for specified relief; provides that specified persons are ineligible for further compensation. Affordable Housing; Revises upwards length of time that certain rental units must remain affordable in order to qualify for specified zoning variance; requires certain incentives be used for construction of affordable housing; revises downward maximum median income used to determine eligibility for certain tax incentives; specifies that certain taxes do not apply to first-time homebuyers.

Government Waste and Misconduct; Requires specified parties prepare a report investigating & evaluating specified subjects & identifying certain funds; requires AG to take certain actions to recover specified funds; requires such recovered funds be used for certain purpose; requires specified funds be transferred & used for certain purpose; creates Working Floridians Tax Rebate Program within DOR for certain purpose; requiring the program be funded in a specified manner; granting state funds to certain people who have received federal Earned Income Tax Credit.

School Teacher Training and Mentoring Program; Establishes School Teacher Training & Mentoring Program within DOE; provides DOE, teacher mentor, & mentee requirements; & authorizes award of stipends.

Property Insurance Interstate Compact; Requires Commissioner of Insurance Regulation to initiate compact with other states to establish national risk pool for property insurance for natural disasters for specified purpose; requires commissioner to enter into compact with minimum number of member states.

Mental Health Programs for Gun Violence Prevention; Requires IMPACT GVN of City of Gainesville, in collaboration with others, to develop & implement Gun Violence Prevention Pilot Program; provides eligibility & program requirements; provides alternatives to incarceration for specified youth; provides for referrals to specified programs; requires City of Gainesville, in collaboration with Alachua County, to annually submit specified report to IMPACT GVN of City of Gainesville by specified date; requires IMPACT GVN of City of Gainesville to report specified information to Governor & Legislature by specified date; provides for future repeal of pilot program. APPROPRIATION: $500,000

Tax Credits for Housing for Homeless Employees; Creates specified tax credits for certain businesses that provide housing for employees; provides requirements to receive such credit; provides maximum amount of tax credits that may be distributed; provides requirements for the use and approval of such credits.
