Expunction of Criminal History Records; Revises eligibility criterion under which person is eligible to petition court to expunge criminal history record if charging document was dismissed by court; expands exception to eligibility requirement for expunction of criminal history record to allow prior expunction of criminal history record granted for an offense committed when person was minor.
Residential Tenancies; Preempting regulation of residential tenancies & landlord-tenant relationship to state; specifies that act supersedes certain local regulations; revises how much notice is required to terminate certain tenancies.

Health Care Provider Accountability; Revises rights of licensed nursing home facility residents; creates cause of action for ex parte temporary injunction against continued unlicensed activity; authorizes ACHA to provide records to local law enforcement & state attorneys' offices; provides standard of care requirements for office surgeries; prohibits certain office surgeries; provides physician, office, & procedure requirements.
Parenting and Time-sharing of Minor Children; Removes requirement for unanticipated change in circumstances in order to modify parenting plan or time-sharing schedule; creates rebuttable presumption that equal time-sharing is in best interests of child; provides standard of evidence to rebut such presumption; requires court to evaluate certain factors & make specific written findings of fact when creating or modifying time-sharing schedule; authorizes modification of time-sharing schedule.
Biosolids; Establishes biosolids grant program within DEP; authorizes DEP to provide grants to counties, special districts, & municipalities for certain wastewater conversion projects; provides eligibility, prioritization, & funding requirements; authorizes waiver of matching fund requirement; requires DEP to develop specified reporting requirements for grants awarded to counties, special districts, & municipalities.
