Dependent Children; Revises laws relating to dependent children including requiring GAL for each child; authorizes GALs to represent child in other proceedings; access records, request continuances, & receive notices; provides duties & responsibilities of GALs; requiring Statewide Guardian ad Litem Office to provide oversight & assistance to attorneys ad litem, & assist child find supportive adult; requires Office of Continuing Care to work in coordination with Statewide Guardian ad Litem Office; authorizes Fostering Prosperity program to provide grants.

Foreign Polluters; Urges Congress to support solutions that examine pollution differential between United States production & other countries & that hold foreign polluters accountable for their pollution.

Individuals with Disabilities; Requires APD to develop & implement electronic application process; requires agency to maintain printable paper application on its website &, upon request, provide printed paper application to an applicant; requires agency to provide applicants with specified information upon receipt of application for services; revises timeframes within which agency must make eligibility determinations for services; lowers age that caregiver must be for individual to be placed in certain preenrollment category. APPROPRIATION: $38,852,223

My Safe Florida Home Program; Revises provisions related to My Safe Florida Home Program including legislative intent, eligibility requirements, applications, home inspections, grants, hurricane mitigation, matching fund grants, & priority of applications. APPROPRIATION: $225,000,000

Occupational Licensing; Requires Construction Industry Licensing Board within DBPR to issue registrations to eligible persons; provides that board is responsible for disciplining such licensees; requires board to make licensure & disciplinary information available through automated information system; provides for fees for issuance of registrations & renewal registrations; requires DBPR to provide license, renewal, & cancellation notices.

Swimming Lesson Voucher Program; Requires DOH to contract with & establish network of swimming lesson vendors to participate in program; requires DOH to secure vendor in each county; requires vendors to participate in program if requested by DOH; requires DOH to establish application process; specifies eligibility criteria; provides program is subject to specific appropriation; authorizes DOH to seek grants or other public & private funding for program.

Florida African American Heritage Preservation Network; Requires DOS to contract with Florida African American Heritage Preservation Network for specified purpose; specifies functions that must be provided under contract; provides that certain expenses are eligible for funding under contract.

Affordable Housing in Counties Designated as Areas of Critical State Concern; Excludes land designated as area of critical state concern from affordable housing provisions; adds requirements to local comprehensive plans relating to hurricane evacuation study; provides requirements for conveying affordable housing homeownership units; excludes land designated as area of critical state concern from award requirements for purpose of providing eligible housing as part of local housing assistance plan; authorizes counties that have been designated as areas of critical state concern to use tourist development tax revenue & tourist impact tax revenue for affordable housing.

Spaceport Territory; Revises spaceport territory to include certain property.

Online Protections for Minors; Requiring certain social media platforms to prohibit certain minors from creating new accounts and to verify the age of account holders; specifying the age verification methods the social media platform is required and authorized to offer; requiring certain social media platforms to terminate certain accounts and provide additional options for termination of such accounts; authorizing the Department of Legal Affairs to bring actions for knowing or reckless violations under the Florida Deceptive and Unfair Trade Practices Act; providing penalties, etc.
