Self-storage Spaces

Self-storage Spaces; Revises notice requirements of owners of self-storage units in order to enforce lien on tenant's property; revises notice requirements for such owners who wish to sell such tenant's property; requires that rental agreements for renters of self-storage units which are entered into on or after specified date provide certain information in compliance with Florida Self-storage Facility Act; provides that failure or refusal of tenant to designate alternate contact does not affect tenant's or owner's rights or remedies; provides exception; authorizes owners of self-storage unit to send notice to certain tenants' last known address to apprise such tenants of specified right.

Display of Flags by Governmental Entities; Prohibits governmental entities from erecting or displaying certain flags; requires governmental entities to remain neutral in certain circumstances; requires that United States flag displayed by governmental entities be in certain position relative to other flags; authorizes current or retired member of United States Armed Forces or National Guard to use reasonable force to prevent desecration, destruction, or removal of United States flag or to replace such flag to position of prominence.

Complaints Against Law Enforcement and Correctional Officers; Requires copy of complaint, signed by complainant under oath, to be provided to law enforcement officers & correctional officers who are under investigation; prohibits certain personnel action from being taken against law enforcement officer or correctional officer unless such officer receives copy of complaint signed under oath by complainant; prohibits investigative file of certain investigations of law enforcement officers or correctional officers from being included in such officer’s personnel file; prohibits existence of certain investigations from affecting officer’s ability to receive promotion, raise, or other commendation; requires complaint against law enforcement officer or correctional officer to be in writing & signed under oath by person filing complaint; provides penalties for making false complaint.

Fire Prevention ; Requires local enforcement agency to issue permit for fire alarm system project or fire sprinkler system project within specified time period; authorizes work to commence immediately; requires local enforcement agency to provide inspection within specified timeframe; requires that certain plans & specifications be available for onsite plans review during inspection; requires contractor to provide additional documents, if necessary, within specified timeframe; prohibits local enforcement agency from requiring additional plans reviews or documentation outside scope of permitted work; requires that permit fees be refunded by certain percentage if local government fails to meet certain deadlines; provides exceptions; requires local enforcement agencies to establish simplified permitting process by specified date; provides that county or municipality may only enforce ordinance that has been sent to Florida Building Commission & State Fire Marshal as of certain date; requires uniform summary inspection report to include specified information; removes requirement for brief summary of deficiencies; requires contractor's detailed inspection report to be provided along with uniform summary inspection report; removes exception from submitting certain information within detailed inspection report.
