Relative Caregiver Program Payments; Provides that relatives & nonrelatives who have child placed with them in out-of-home care under Relative Caregiver Program may start receiving monthly payment at time child is placed in such out-of-home care, instead of starting when child is found to be dependent; provides that certain relatives & nonrelatives who have child placed with them may start receiving monthly payments after specified time period.

Civil Remedy for Parental Abduction; Provides civil cause of action if child is unlawfully abducted from parent for specified amount of time; provides standard of proof & specified damages; authorizes reasonable attorney fees & costs for either party; provides when specified timeframe begins; provides affirmative defenses; requires specified court division to preside over such cause of action; provides statute of limitations; tolling such statute of limitations.

Florida Museum of Black History; Specifies functions & activities of Florida Museum of Black History; provides for legislative designation of permanent & temporary locations of museum; requires specified nonprofit organization to create exhibits for temporary museum; establishes governing board for certain purposes; provides requirements for governing board; requires governing board to submit written report to Governor & Legislature by specified date; requires DOS to provide certain support; provides appropriations. APPROPRIATION: $1,500,000

Veterans Affairs; Revises admissions process for veterans treatment court programs; authorizes court, in consultation with multidisciplinary team, to determine eligibility for veterans treatment court programs; authorizes sentencing courts to divert defendants to veterans treatment court programs; requires certain notice be provided to defendants; provides for disposition of probation or community control violations by program participants.

Firefighter Health and Safety ; Requires Division of State Fire Marshal within DFS to adopt certain rules; requires division to assist in decreasing frequency of fatalities; requires division to adopt rules relating to education on chemical hazards or toxic substances & mental health best practices.

Mental Health; Expands programs & diversion initiatives supported by implementation or expansion grants to include training for 911 public safety telecommunicators & emergency medical technicians for certain purposes & to include veterans treatment court programs; exempts certain fiscally constrained counties from local match requirements for specified grants; encourages communities to apply for specified grants to establish pretrial felony mental health diversion programs; provides model process for such mental health diversion programs; authorizes specified entities to collaborate to establish certain policies & procedures & to develop certain consent form; requires mental health evaluations & following of all recommendations as conditions of probation for specified defendants; creates Florida Behavioral Health Care Data Repository within Northwest Regional Data Center; requires data center to develop specified plan & submit annual report.

Relief/Sidney Holmes/State of Florida; Provides appropriation from State of Florida to compensate Sidney Holmes for wrongful incarceration; directs CFO to draw warrant payable directly to Sidney Holmes; declares that Legislature does not waive certain defenses or increase state's limits of liability with respect to act; prohibits funds awarded from being used or paid for attorney or lobbying fees; provides that certain benefits are void upon specified findings. CLAIM WITH APPROPRIATION: $1,722,000

Holocaust Remembrance Day; Requires Governor to proclaim specified day annually as "Holocaust Remembrance Day"; authorizes "Holocaust Remembrance Day" to be observed in this state's public schools & be observed by public exercise as Governor may designate; authorizes specified instruction.

Trusts; Revises provisions relating to invasion of trust principal, claims against former trustees, certain property transferred to donee during settlor's lifetime, community property, & community property trusts.

Supported Decisionmaking Authority; Requires court to consider needs & abilities of person with developmental disability when determining whether to appoint guardian advocate; provides requirements for petition to appoint guardian advocate; authorizes agent acting for principal to grant supported decisionmaking agreement; prohibits such agreement from acting as durable power of attorney; provides certain communications shall be recognized as communication of principal; provides requirements for examining committee member when determining incapacitated person's ability to exercise his or her rights.
