Comprehensive Care for Alzheimer's Act This bill allows the Center for Medicare and Medicaid Innovation (CMMI) to test a Dementia Care Management Model that provides comprehensive care to Medicare beneficiaries with Alzheimer's disease or a related dementia. Under the model, participating health care providers receive payment under Medicare for comprehensive care management services that are provided to individuals with diagnosed dementia, excluding Medicare Advantage enrollees, hospice care recipients, and nursing home residents. Required services include medication management, care coordination, and health, financial, and environmental monitoring, as well as trainings and other support services for unpaid caregivers. Providers must furnish services through interdisciplinary teams and must ensure access to a team member or primary care provider 24-7. The CMMI must set payments and determine quality measures for the model in accordance with specified requirements. The bill also allows the CMMI to design a similar model under Medicaid.

This resolution honors the memory of U.S. Capitol Police Officer William Francis "Billy" Evans for the selfless acts of heroism he displayed on April 2, 2021.

Khalid Jabara and Heather Heyer National Opposition to Hate, Assault, and Threats to Equality Act of 2021 or the Jabara-Heyer NO HATE Act This bill creates grants for state and local governments to combat hate crimes. It also authorizes additional penalties for hate crime offenses. Specifically, it establishes grants for states to create state-run hate crimes reporting hotlines. It also authorizes grants for states and local governments to implement the National Incident-Based Reporting System and to conduct law enforcement activities or crime reduction programs to prevent, address, or respond to hate crimes. Finally, in the case of an individual convicted of a hate crime offense and placed on supervised release, the bill allows a court to order that the individual participate in educational classes or community service as a condition of supervised release.

Rural Forest Markets Act of 202 1 This bill directs the Department of Agriculture (USDA) to establish the Rural Forest Market Investment Program to guarantee investments to finance certain projects that will enable rural private forest landowners to participate in an innovative market for forest carbon or other products. In establishing the program, USDA must consider ways to ensure that the program minimizes disruptions to traditional forest products markets. Eligible projects are projects developed by a private entity or a publicly supported, charitable nonprofit organization engaged in the aggregation of sustainable forestry practices implemented by rural private forest landowners to facilitate the sale of credits in the voluntary carbon market or other environmental market using a methodology approved by a credible, third-party entity. USDA may guarantee up to $150 million with respect to each investment. Authority to carry out the program terminates on September 30, 2023.

Defenders of Bataan and Corregidor Congressional Gold Medal Act This bill provides for the award of a Congressional Gold Medal to the troops from the United States and the Philippines who defended Bataan and Corregidor, in recognition of their personal sacrifice and service during World War II.

Shark Fin Sales Elimination Act of 20 21 This bill makes it illegal to possess, buy, sell, or transport shark fins or any product containing shark fins, except for certain dogfish fins. A person may possess a shark fin that was lawfully taken consistent with a license or permit under certain circumstances. Penalties are imposed for violations under the Magnuson-Stevens Fishery Conservation and Management Act.The maximum civil penalty for each violation shall be $100,000, or the fair market value of the shark fins involved, whichever is greater.

Children and Media Research Advancement Act or the CAMRA Act This bill requires the National Institutes of Health to fund research regarding the effects of media on infants, children, and adolescents. Such research must examine the impact of media (e.g., social media, television, video games) on cognitive, physical, and social-emotional development.

Financing Our Energy Future Act The bill extends the tax treatment of certain publicly traded partnerships as corporations to renewable and alternative energy projects, transportation fuels, and nuclear-generated electricity facilities. Under current law the tax treatment of such partnerships is only available to investors in energy portfolios for oil, natural gas, coal extraction, and pipeline projects.

Adoptee Citizenship Act of 2021 This bill provides for the automatic acquisition of citizenship for certain individuals adopted by a U.S. citizen. A child born outside the United States and adopted by a U.S. citizen shall automatically acquire citizenship upon meeting certain requirements, regardless of when the adoption was finalized. Currently, adoptees who were over the age of 18 on February 27, 2001, do not automatically acquire citizenship. An individual born outside the United States and residing in the United States shall automatically acquire citizenship if the individual (1) was adopted by a citizen before becoming 18 years old, (2) was physically present in the United States in the citizen parent's custody pursuant to lawful admission before becoming 18 years old, (3) never acquired citizenship before this bill's enactment, and (4) was lawfully residing in the United States on this bill's enactment date. An individual born outside the United States and residing outside the United States but who otherwise meets all of the requirements shall automatically acquire citizenship upon being physically present in the United States pursuant to lawful admission. Such an individual shall be subject to a background check. If the background check reveals the individual has committed a crime that was not properly resolved, the individual may not receive a visa unless the Department of Homeland Security and Department of State have coordinated with law enforcement to ensure that action was taken to resolve the issue.

American Apprenticeship Act This bill authorizes the Department of Labor to make grants to assist states in carrying out projects that defray the cost of instruction associated with pre-apprenticeship and qualified apprenticeship programs. Labor shall (1) establish performance measures and an evaluation system for such grant program; and (2) identify in-demand occupations that lack the use of qualified apprenticeship programs, analyze the use of such program model in those occupations, and report on such analysis to states and Congress.
