Regional Greenhouse Gas Reduction Act of 2021

Regional Greenhouse Gas Reduction Act of 2021 This bill establishes an Office of Regional Greenhouse Gas Reduction Programs within the Environmental Protection Agency (EPA), a grant program to support regional greenhouse gas reduction programs, and an interagency task force. The office must support existing regional greenhouse gas reduction programs and facilitate the establishment of new regional greenhouse gas reduction programs. Such programs use market-based tools to reduce greenhouse gases across states at the regional level. In addition, the office must establish a program that awards grants to a state, local government, or regional consortium of such governments to take preliminary steps towards developing or participating in a regional greenhouse gas reduction program. Finally, the EPA must establish an interagency task force to support new and existing regional programs.

Healthcare Workforce Resilience Act

Healthcare Workforce Resilience Act This bill makes previously unused immigrant visas available to nurses and physicians who petition for such a visa before the date that is 90 days after the end of the declared national emergency relating to the COVID-19 (i.e., coronavirus disease 2019) outbreak. The number of visas available shall be the total number of unused employment-based immigrant visas from FY1992-FY2020, up to 40,000. Of such visas, 25,000 shall be reserved for nurses and 15,000 for physicians. Certain family members may accompany the principal beneficiary of a visa provided under this bill, and visas for such family members shall (1) be made available from the unused visas from FY1992-FY2020, and (2) not be counted against the 40,000 cap. Visas provided under this bill shall be exempt from per-country limitations.

IMAGINE Act

Innovative Materials for America's Growth and Infrastructure Newly Expanded Act of 2021 or the IMAGINE Act This bill encourages the use of innovative construction materials and techniques to accelerate the deployment, extend the service life, improve the performance, and reduce the cost of domestic transportation and water infrastructure projects. Among other things, the bill establishes an Interagency Innovative Materials Standards Task Force to assess existing standards and test methods for the use of innovative materials in infrastructure, identify key barriers in the standards area that inhibit broader market adoption, and develop new methods and protocols to better evaluate innovative materials; requires the Department of Transportation to enhance the development of innovative materials in the United States by providing awards to entities for establishing and operating new innovative material innovation hubs; directs the Federal Highway Administration to provide grants to states' departments of transportation, tribal governments, public toll authorities, and units of local government for coastal or rural infrastructure bridge projects and value engineering projects to enhance the performance of bridges through the use of innovative materials; and provides grants for the design and installation of water infrastructure projects.

PPP Extension Act of 2021

PPP Extension Act of 2021 This bill extends the Paycheck Protection Program, established to support small businesses in response to COVID-19 (i.e., coronavirus disease 2019), through June 30, 2021. Currently, the program is set to expire on March 31, 2021. For the final 30 days of the program (i.e., from June 1 until June 30), the Small Business Administration may only process applications submitted prior to June 1, and it may not accept any new loan applications.

Air Source Heat Pump Act of 2021

Air Source Heat Pump Act of 2021 This bill allows a new refundable tax credit for qualified air source heat pump expenditures. The bill defines qualified air source heat pump expenditures as expenditures for property that uses an air source heat pump to heat and cool a dwelling unit located in the United States and used as the taxpayer's principal residence. The air source heat pump must also meet specified performance and other requirements.

Freedom To Invest in Tomorrow's Workforce Act This bill allows the use of funds in a qualified tuition program (commonly known as a 529 account) to pay for expenses associated with obtaining or maintaining recognized postsecondary credentials.

RECYCLE Act of 2021

Recycling Enhancements to Collection and Yield through Consumer Learning and Education Act of 2021 or the RECYCLE Act This bill provides support for recycling programs. Specifically, the bill requires the Environmental Protection Agency (EPA) to establish a program to award grants to improve the effectiveness of residential and community recycling programs through public education and outreach. In addition, the EPA must develop a model recycling program toolkit for states, Native American tribes, and local governments. Finally, the bill specifies that the EPA's review of its federal procurement guidelines for purchasing certain recycled materials and items made with such materials must occur at least once every five years.

CROWN Act of 2021

Creating a Respectful and Open World for Natural Hair Act of 2021 or the CROWN Act of 2021 This bill prohibits discrimination based on a person's hair texture or hairstyle if that style or texture is commonly associated with a particular race or national origin. Specifically, the bill prohibits this type of discrimination against those participating in federally assisted programs, housing programs, public accommodations, and employment. Persons shall not be deprived of equal rights under the law and shall not be subjected to prohibited practices based on their hair texture or style. The bill provides for enforcement procedures under the applicable laws.

Stop Illegal Trafficking in Firearms Act of 2021

Stop Illegal Trafficking in Firearms Act of 2021 This bill establishes a federal statutory framework to prohibit straw purchasing of firearms, trafficking in firearms, and related conduct. A violator is subject to criminal and civil penalties, including the seizure and forfeiture of the firearms and ammunition involved in the offense, property constituting or derived from proceeds from the offense, and property used to commit or facilitate the offense. The bill authorizes law enforcement to investigate straw purchasing and trafficking in firearms offenses using wiretaps (i.e., authorized interceptions of wire, electronic, or oral communications) and makes the offenses predicate offenses (i.e., underlying offenses) for prosecutions under the federal money laundering statute and the federal racketeering statute.
