This Senate Concurrent Resolution recognizes Kevin Fitzgerald's achievement of being named 2018 Superintendent of the Year by the National Association of School Superintendents.
This bill updates the members of the Childhood Lead Poisoning Advisory Committee to include additional stakeholders, and directs the Committee to report to the General Assembly on the effectiveness of the Act, ways to improve the Act, and other measures that should be taken by the State of Delaware to prevent lead poisoning in children.
Under this Act, notice for a mediation conference must be made by registered or certified mail, with restricted delivery and return receipt requested, for any of the following Title 13, Family Court matters: (1) Child support. (2) Custody or visitation. (3) Guardianship. (4) Third-party visitation. This Act also provides that: - It is the party’s duty to provide the Court with the party’s mailing address. - Notice by registered or certified mail is not required if a party has provided a written waiver. - The Court may excuse the registered or certified mail requirement in whole or in part if the number of parties in a case is voluminous and the address of record for each party has been confirmed in writing, either by other service or written notice provided by the party. - Notice provided under this Act constitutes conclusive evidence of service and mediation may proceed with or without the party’s appearance.
This resolution designates May 8, 2019 as "4-H Day" in the State of Delaware and calls upon Delaware's citizens to recognize the many contributions of the State's 4-H programs.
This Act allows nurse practitioners and physician assistants to recommend medical marijuana for patients. This Act also makes technical corrections to conform existing law to the standards of the Delaware Legislative Drafting Manual.
This bill provides for election day registration for presidential primary, primary, special, and general elections whereas currently the deadline is the fourth Saturday prior to the date of the election. Moreover, same day registration at polling places will be permitted with submission of valid government issued identification or other generally accepted proof of identification.

This resolution designates the month of May, 2019, as “Trauma Awareness Month” and calls upon Delawareans to educate themselves on the impact of trauma and promote awareness and resiliency in their families and communities.
This resolution places Delaware alongside sister states, including Vermont, California, Illinois, New Jersey, and Rhode Island, in calling for an Article V convention to reverse the decision by the United States Supreme Court in Citizens United v. Federal Election Commission, 558 U.S. 310 (2010) (“Citizens United”) and related cases and events. The Citizens United decision has permitted money to play an unduly influential role in the context of political campaigns. The convention will have the sole purpose of crafting an amendment to the Constitution of the United States to address this situation, based upon data and experiences that have arisen in the wake of these decisions.
This bill allows school districts and charter schools in Delaware to utilize external camera systems on school buses to catch motorists that illegally pass school buses and punishes these motorist by issuing them a civil penalty. The purpose of this bill is to protect children as they are in the process of boarding and exiting the school bus and to spread awareness of school bus traffic safety. At least 16 states have implemented similar legislation, including Pennsylvania in 2018. This is a discretionary program that is not required, but is encouraged to be used by the Delaware school districts and charter schools.
