Existing law, until January 1, 2018, required the Attorney General to represent the Department of Finance and to succeed to all rights, claims, powers, and entitlements of the Electricity Oversight Board in any litigation or settlement to obtain ratepayer recovery for the effects of the 2000–02 energy crisis. Existing law, until January 1, 2018, additionally prohibited the Attorney General from expending the proceeds of any settlements of those claims, except as specified. This bill would require the Attorney General to represent the Department of Finance and to succeed to all rights, claims, powers, and entitlements of the Electricity Oversight Board in any litigation or settlement to obtain ratepayer recovery for the effects of the 2000–02 energy crisis. This bill would additionally prohibit the Attorney General from expending the proceeds of any settlements of those claims, except as specified. The bill would state the intent of the Legislature to affirm the Attorney General's uninterrupted authority to continue acting on behalf of the Electricity Oversight Board for cases involving the 2000–02 energy crisis.

This measure would recognize June 6, 2019, as the 75th anniversary of the invasion of Normandy, also known as D-Day. This measure would express the gratitude and appreciation of the Legislature to the members of the United States Armed Forces who participated in D-Day, and would call upon the people of California to observe the anniversary with appropriate reflections and recognition.
This measure would recognize the month of June 2019 as Alzheimer's and Brain Awareness Month and Friday, June 21, 2019, as The Longest Day, and would urge all Californians to commemorate the month of June 2019 as Alzheimer's and Brain Awareness Month.
Existing law provides for the establishment of an Independent System Operator (ISO) as a nonprofit public benefit corporation, and requires the ISO to ensure efficient use and reliable operation of the electrical transmission grid consistent with achieving planning and operating reserve criteria no less stringent than those established by the Western Electricity Coordinating Council and the North American Electric Reliability Council. Existing law requires the ISO to maintain open meeting standards and meeting notice requirements consistent with the general policies of the Bagley-Keene Open Meeting Act and states that specified policies adopted by the ISO meet this requirement. Existing law requires the ISO to provide corporate records consistent with the general policies of the California Public Records Act and states specified policies adopted by the ISO meet this requirement. This bill would require that the ISO maintain open meeting standards and meeting notice requirements consistent with the requirements of the Bagley-Keene Open Meeting Act, rather than requiring that those standards meet the general policies of that act, and would strike references to specified policies adopted by the ISO. This bill would require that the ISO provide public access to corporate records consistent with the requirements of the California Public Records Act, rather than requiring that the ISO provide public access consistent with the general policies of that act, and would strike references to specified policies adopted by the ISO. The bill would require the ISO to work with specified state agencies to support state policy goals, to make data available to state agencies, and to assist with the development of long-term resource planning objectives. The bill would require ISO to publicly disclose specified information relating to tariff or rule of conduct violations by market participants. The bill would require the chief executive officer and the chair of the governing board to appear annually before specified committees of the Legislative, as specified. The bill would subject the books, records, and financial documents of the ISO to inspection by the Joint Legislative Audit Committee and the State Auditor.
This measure would designate April 2019 as Autism Awareness Month and encourage residents to show support for autism awareness.
This measure would urge the houses of the United States Congress to stand in unity and block the President's national emergency declaration by overriding the veto of House Joint Resolution 46 and, if not possible, to consider terminating the declaration of national emergency within 6 months or at the earliest possible time pursuant to the National Emergencies Act. The measure would urge the President to reconsider his motives and decision and allow military, defense, and counterdrug funds to be used for the purposes for which they are needed and for which they were made available.
This measure would commend the University of California, Los Angeles, for its accomplishments and its contributions to California.
