Relative to state park rangers.

This measure would recognize 2016 as the 150-year anniversary of public service and protection of state parks by state park rangers and would encourage the Department of Parks and Recreation, the California State Park Rangers Association, and the California State Parks Anniversary Committee to take all appropriate action to celebrate that anniversary.

Pupil attendance: excused absences: naturalization ceremony.

Existing law requires a pupil to be excused from school for specified types of absences and prohibits those excused absences from generating state apportionment payments by deeming them as absences in computing average daily attendance. This bill would include attending the pupil's naturalization ceremony to become a United States citizen as another type of excused absence.

Community facilities districts: reports.

The Mello-Roos Community Facilities Act of 1982 authorizes the formation of a community facilities district to finance various services. The act requires a community facilities district formed after January 1, 1992, to prepare, if requested by a person who resides in or owns property in the district and within 120 days after the last day of each fiscal year, a separate document titled an "Annual Report." The act requires a legislative body to report specific information regarding the sale of bonds to the California Debt and Investment Advisory Commission (CDIAC) . Other existing law requires each county, city, and special district that assesses a parcel tax to provide specific information to the Controller in connection with reports compiled and published by the Controller on the financial transactions of counties, cities, and special districts. This bill would require a legislative body that has an Internet Web site, within 7 months after the last day of each fiscal year of the district, to display prominently on its Internet Web site a copy of that annual report, if requested, a copy of the report to CDIAC, and a copy of the report to the Controller. By increasing the duties of local officials, this bill would impose a state-mandated local program. The California Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by the state. Statutory provisions establish procedures for making that reimbursement. This bill would provide that no reimbursement is required by this act for a specified reason.

This measure would acknowledge December 17 each year as an annual "Day of Inclusion" in recognition and appreciation of the priceless contributions of all immigrants to the greatness of the United States and California.

Local government: municipal service agreements: law enforcement services.

Under existing law, the legislative body of any local agency, defined to mean a county, city, city and county, or public district, may contract with any other local agency for the performance by the latter of municipal services or functions within the territory of the former. Existing law requires any agreement entered into pursuant to this authorization to be for valuable consideration. This bill would require a city that provides law enforcement services through its appropriate departments, boards, commissions, officers, or employees to another city pursuant to a contract or any other agreement to charge that city all the costs that are incurred in providing those law enforcement services, but prohibit the inclusion of any costs that the city providing the services reasonably determines are general overhead costs. The bill would provide that any determination of general overhead costs made by a city providing law enforcement services is subject to judicial review as to the reasonableness of that determination. The bill would apply to contracts or agreements entered into, or renewed, on and after January 1, 2017.

Counties: budgets.

Existing law requires the board of supervisors of a county to approve a recommended budget, including revisions, on or before June 30 of each year, as specified. This bill would authorize the board of supervisors of a county to direct the publication of a recommended budget for the purpose of conducting a budget hearing without authorizing spending pursuant to the recommended budget until the budget is adopted. The bill would require the board of supervisors to follow specific procedures for the adoption of a budget under these provisions, including, among other requirements, conducting a hearing on the recommended budget on or before June 20 and adopting the budget on or before June 30 of each year in which the board elects to utilize these provisions.

Interim Consolidated Storage Act of 2016: San Onofre Nuclear Generating Station.

This measure would urge the passage of the Interim Consolidated Storage Act of 2016 and urge the United States Department of Energy to implement the prompt and safe relocation of spent nuclear fuel from the San Onofre Nuclear Generating Station to a licensed and regulated interim consolidated storage facility.

Relative to Arts Education Month.

This measure would proclaim March 2016 to be Arts Education Month and would encourage all elected officials to participate with their educational communities in celebrating the arts.
