Local government: Williamson Act.

Existing law, the Williamson Act, authorizes a city or county to enter into 10-year contracts with owners of land devoted to agricultural use, whereby the owners agree to continue using the property for that purpose, and the city or county agrees to value the land accordingly for purposes of property taxation. Existing law sets forth procedures for reimbursing cities and counties for property tax revenues not received as a result of these contracts. This bill would, beginning January 1, 2011, and until January 1, 2016, authorize a county, in any fiscal year in which payments authorized for reimbursement to a county for lost revenue are less than12 of the participating county's actual foregone general fund property tax revenue, to revise the term for newly renewed and new contracts and require the assessor to value the property, as specified, based on the revised contract term. The bill would provide that a landowner may choose to nonrenew and begin the cancellation process. The bill would also provide that any increased revenues generated by properties under a new contract shall be paid to the county. This bill would declare that it is to take effect immediately as an urgency statute.

Relative to "Parks Make Life Better!®" Month.

This measure would declare the Legislature's recognition of the importance of access to local parks, trails, open space, and facilities for the health and development of all Californians. The measure would also declare July 2011 as "Parks Make Life Better!®" Month in California.

Joint educational programs: middle college high school students: enrollment priority.

Existing law establishes the California Community Colleges, under the administration of the Board of Governors of the California Community Colleges, as one of the segments of public postsecondary education in this state. Existing law establishes community college districts, administered by a governing board, throughout the state, and authorizes these districts to provide instruction to students at the community college campuses maintained by the districts. Existing law authorizes the establishment of middle college high schools, which are alternative high schools located on community college campuses, and structured as broad-based, comprehensive instructional programs focusing on college preparatory and school-to-work curricula, career education, work experience, community service, and support and motivational activities. Existing law requires the governing board of a community college district to assign a low enrollment priority to specified special part-time or full-time students, which includes middle college high school students, in order to ensure that these students do not displace regularly admitted students. This bill would provide that the low enrollment priority provisions do not apply to a student attending a middle college high school, if the student is seeking to enroll in a community college course that is required for the student's middle college high school program.

Existing law requires counties to administer various public safety programs, including, among others, mental health services for children, substance abuse recovery services, jail services, and fire protection and support services. This bill would, contingent upon a specified finding made by the Director of Finance, authorize the Department of Finance and any county to enter into a contract that would authorize the county to integrate public services, as specified. The bill would require the Legislative Analyst's Office to provide an analysis of any contract entered into pursuant to these provisions, and would require the Legislature to ratify the contract by an enactment of a bill. The bill would also require the applicable county board of supervisors to ratify the contract. The bill would provide that a contract would last 10 years, and would require the county to report to the Department of Finance and the Legislature on the progress towards meeting the goals of the contract during the 5th year.

A resolution to propose to the people of the State of California an amendment to the Constitution of the State, by amending Section 4 of, and by adding Section 4.5 to, Article XIIIA thereof, by amending Section 2 of Article XIIIC thereof, and by amending Section 3 of Article XIIID thereof, relating to taxation.

The California Constitution conditions the imposition of a special tax by a city, county, or special district upon the approval of 23 of the voters of the city, county, or special district voting on that tax, and prohibits these entities from imposing an ad valorem tax on real property or a transactions or sales tax on the sale of real property. This measure would alternatively condition the imposition, extension, or increase of a parcel tax, as defined, by a school district, community college district, or county office of education upon the approval of 55% of its voters voting on the proposition, if the proposition meets specified requirements. This measure would also make conforming changes to related provisions.

Relative to California Autism Awareness Month.

This measure would designate April 2011 as California Autism Awareness Month, would affirm the Legislature's commitment to the important issues related to autism spectrum disorders (ASDs) , would emphasize that each and every individual with an ASD is a valued and important member of our society, would recognize and commend the parents and relatives of individuals with ASDs for their sacrifice and dedication in providing for the special needs of individuals with ASDs, would recognize and commend the work of all nonprofit organizations that are contributing to the well-being of individuals with autism and their families, would stress the need to identify children with ASD and begin early intervention services immediately after a childhood diagnosis, and would stress the need for these intervention services, as well as supports, for individuals with ASDs and their families in an integrated, seamless, comprehensive, and competent manner that is delivered across the child's lifespan.
