This measure would proclaim June 27, 2016, as HIV Testing Day in California and would encourage Californians to learn their HIV status.
This measure would designate a portion of Interstate 405 in the County of Orange as the Kevin Woyjeck Memorial Highway. The measure would also request the Department of Transportation to determine the cost of appropriate signs showing this special designation and, upon receiving donations from nonstate sources covering that cost, to erect those signs.
This measure would commend Girl Scouts of America upon the occasion of the 100th anniversary of the Girl Scout Gold Award, applaud the vital role the organization has played in the lives of countless girls and young women, and extend best wishes for its continued success in the future.

This measure would declare June 27, 2016, as Robotics Technology Day.
Existing law requires the Department of Justice to make available specified information about registered sex offenders via an Internet Web site. Existing law authorizes an offender who has been convicted of the commission or attempted commission of an offense for which the offender is on probation at the time of his or her application or has successfully completed probation to apply for exclusion from the Internet Web site if he or she submits a certified copy of an official court document, as specified, that clearly demonstrates that the offender was the victim's parent, stepparent, sibling, or grandparent, and the crime did not involve specified sexual offenses. This bill would require a local assistance center for victims and witnesses, as specified, prior to the department granting an application for an exclusion pursuant to the above specified provision, to speak to the victim to determine if granting the exclusion would be in the best interest of the victim, as provided. The bill would require that an offender who is on probation at the time of his or her application for an exclusion be on probation for at least one year prior to the granting of his or her exclusion. By imposing additional duties on local government agencies, this bill would impose a state-mandated local program. The California Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by the state. Statutory provisions establish procedures for making that reimbursement. This bill would provide that, if the Commission on State Mandates determines that the bill contains costs mandated by the state, reimbursement for those costs shall be made pursuant to these statutory provisions.
Existing law provides procedures for a person to file a complaint alleging violations of legislative ethics. Existing law also authorizes each house of the Legislature to adopt rules for its proceedings and to select committees necessary for the conduct of its business. This bill would prohibit interference with the right of legislative employees, as defined, to make protected disclosures of ethics violations and would prohibit retaliation against legislative employees who have made protected disclosures. This bill would establish a procedure for legislative employees to report violations of the prohibitions to the Legislature. The bill would also impose civil and criminal liability on a person who interferes with a legislative employee's right to make a protected disclosure or who engages in retaliatory acts, as specified. By creating new crimes, the bill would impose a state-mandated local program. The California Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by the state. Statutory provisions establish procedures for making that reimbursement. This bill would provide that no reimbursement is required by this act for a specified reason.
