This measure would designate the 2nd week of October 2010, and annually thereafter, as Disability History Week, and would encourage public and private institutions of higher education, state and local agencies, nonprofit and community-based organizations, and private businesses and corporations to observe Disability History Week by dedicating appropriate classroom instructional time or by coordinating all-inclusive activities to be conducted during that week to afford opportunities for students and the general public to learn more about the disability community and to celebrate and honor its role in contemporary American society.

This measure would declare the Legislature's support for the observance of "Spirit of '45 Day" on the second Sunday in August to commemorate the anniversary of the end of World War II on August 14, 1945.
This measure would designate a specified portion of State Highway Route 15 in the city of Victorville as the CHP Officer Richard D. Duvall Memorial Highway. The measure would request the Department of Transportation to determine the cost of appropriate signs showing this special designation and, upon receiving donations from nonstate sources covering that cost, to erect those signs.
This measure would proclaim the 3rd Monday of each September as California Memorial Project Remembrance Day in California, to honor and restore dignity to individuals who lived and died in California institutions.
(1) Existing law requires a city council to, within 30 days of a vacancy in an elective office, fill that vacancy by appointment or call a special election to fill the vacancy, as specified. This bill would require the city council to, within 60 days of a vacancy in an elective office, fill that vacancy by appointment or call a special election to fill the vacancy, as specified. (2) Existing law specifies the procedures for election of, and terms of office for, city council members and elective officers following an incorporation of a city. This bill would revise the initial terms of office for city council members and elective officers following an incorporation of a city. (3) Existing law specifies that any statutory reference to "councilman" or "councilmen" also means and includes "councilwoman" or "councilwomen." Under existing law, the terms "councilman" or "councilmen" are used in various provisions, including, among others, the election of councilmen by or from districts, appointments made by councilmen, and service by councilmen on regional district boards. Existing law refers to the mayor as "he" or "him" with regard to attendance at meetings of a city selection committee. This bill would revise those provisions to instead refer to "council member" and would refer to the mayor only as "the mayor."
The Sales and Use Tax Law requires the payment of interest at a specified rate on a failure to timely pay taxes, specified prepayments, and amounts collected as tax under that law, from the date on which those amounts became due and payable to the state until the date of payment. That law authorizes the State Board of Equalization, in its discretion, to relieve all or any part of interest imposed under specified circumstances. This bill would allow the members of the board, meeting as a public body, to relieve all or any part of the interest imposed, not to exceed a specified amount in a 12-month period, if the board finds, in its discretion, that a person's failure to make a timely payment was due to extraordinary circumstances, as defined, and that it is inequitable to compute interest in accordance with existing law, and if the person, among other things, pays the amount due on which the interest is imposed and files with the board a statement under penalty of perjury setting forth specified information. By requiring persons to make these statements under penalty of perjury, this bill would expand the circumstances under which a person may be convicted of the crime of perjury and thereby impose a state-mandated local program. The California Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by the state. Statutory provisions establish procedures for making that reimbursement. This bill would provide that no reimbursement is required by this act for a specified reason.
This measure would memorialize Congress and the President of the United States to act to vindicate the sailors unjustly blamed for, and the sailors convicted of mutiny following, the Port Chicago disaster, and to rectify any mistreatment by the military of those sailors, as specified.

This measure would declare the week of June 28 through July 4, 2010, Yellow Ribbon Week to show support for military families and for troops fighting in Iraq and Afghanistan.
