This measure would urge the President of the United States, the United States Congress, and the Department of Defense to take immediate and necessary actions to protect national security by ensuring continuation of C-17 production to meet future domestic and international airlift needs and to preserve the crown jewel of the American industrial base.
This measure would have the Legislature join the Congress of the United States in further acknowledging the service of Filipino World War II veterans in the Armed Forces of the United States by recognizing that these veterans should be reunited with their children during their golden years, and would request that the President and the Congress of the United States pass S. 1337 and H.R. 2412, which would exempt children of certain Filipino World War II veterans from the numerical limitations on immigrant visas, thus allowing for family reunification.
The Subdivision Map Act and local ordinances authorize or require, under specified circumstances, the furnishing of specified types of security with respect to the performance of various acts or agreements subject to the act. Existing law, until January 1, 2011, also sets forth the specific procedures imposed on a local agency for the complete or partial release of a performance security furnished by a subdivider. This bill would extend the repeal date of the provisions relating to the procedures for releasing a performance security, from January 1, 2011, to January 1, 2016, thereby extending their operation and imposing a state-mandated local program. The California Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by the state. Statutory provisions establish procedures for making that reimbursement. This bill would provide that, if the Commission on State Mandates determines that the bill contains costs mandated by the state, reimbursement for those costs shall be made pursuant to these statutory provisions.
This measure would recognize April 2010 as County Government Month.
This measure would recognize March 2, 2010, as "Read Across America Day."
Existing law establishes a property tax exemption for disabled veterans. Existing law provides that for property for which the disabled veterans' exemption would have been available but for the taxpayer's failure to receive a timely disability rating from the United States Department of Veterans Affairs (USDVA) , there shall be canceled or refunded any taxes, including any interest and penalties thereon, levied on that portion of the assessed value of the property that would have been exempt under a timely and appropriate claim, provided that the claimant meets specified conditions. These conditions are that (1) the claimant had an application pending with the USDVA and subsequently received a rating that qualifies the claimant for the disabled veterans' exemption, and (2) the claimant subsequently files an appropriate claim for the exemption the later of 30 days of receipt of the disability rating from the USDVA or on or before the next following lien date. This bill would make these provisions applicable to property for which the disabled veterans' exemption would have been available but the taxpayer had not yet received a disability rating from the USDVA that qualifies the claimant for the exemption. The bill would delete the first condition described above requiring the claimant to have had an application pending with the USDVA and subsequently have received a qualifying rating. The bill would also change the timeframe for which a claimant may file an appropriate claim for the exemption to 90 days of receipt of the disability rating or on or before the next following lien date.
This measure would proclaim February 28, 2010, as Rare Disease Day.
This measure would establish, until January 1, 2014, the California Task Force on Science, Technology, Engineering, and Mathematics Education for the purpose of promoting the improvement of mathematics, science, engineering, and technology education across the state. The task force would consist of Members of the Legislature and experts appointed by the Speaker of the Assembly and the Senate Committee on Rules. The task force would conduct its business on a volunteer basis, be able to accept private funds, and would submit an annual report on its work to the Legislature.
Existing provisions of the California Constitution prohibit the Legislature from making any gift of public money or thing of value to any person, and this prohibition applies to local government. Existing law specifies the duties of various local officials. This bill would prohibit a local official, subject to specified exceptions, from making available to an immediate family member, as defined, a vehicle or credit card provided by the local agency that the local official represents.
