Under existing law, the Department of Industrial Relations collects, compiles, and presents facts and statistics relating to the condition of labor in the state. Existing law prohibits, in the department's reports, the use of the names of persons supplying information, except as specified. Existing law makes any agent or employee of the department who violates this provision guilty of a misdemeanor. This bill would make nonsubstantive changes to that prohibition.

Existing law establishes the Department of Technology, within the Government Operations Agency, under the supervision of the Director of Technology. Under existing law, the department is responsible for the approval and oversight of information technology projects. Existing law requires the department to submit various reports to the Legislature, including an annual information technology strategic plan that guides the acquisition, management, and use of information technology by state agencies. This bill, the Artificial Intelligence for California Research Act, would require the Department of Technology, upon appropriation by the Legislature, to develop and implement a comprehensive research plan to study the feasibility of using advanced technology to improve state and local government services. The bill would require the research plan to include, among other things, an analysis of the potential benefits and risks of using artificial intelligence technology in government services, as specified. The bill would require the department, on or before January 1, 2026, to provide a report to the Legislature on the findings of its research.
Existing law establishes the State Department of Public Health to implement various programs throughout the state relating to public health. This bill would require the State Department of Public Health and the Office of Emergency Services, in coordination with other state agencies as appropriate, to, upon appropriation and as necessary, establish an infant formula stockpile. The bill would require the department to establish guidelines for the procurement, management, and distribution of infant formula, taking into account, among other things, the amount of each type of infant formula that would be required to meet shortages, as specified. The bill would also establish the Infant Formula Advisory Committee to, among other things, make recommendations for the development of guidelines for the procurement, management, and distribution of infant formula, as specified, and advise the development and implementation of the program. The bill would require the committee to provide an annual report to the Legislature with feedback regarding the implementation of the program and updates regarding policy changes and public comments.
Existing law imposes various duties on local agencies relating to construction and property within its jurisdiction, including by requiring local agencies with jurisdiction to approve excavations to allow microtrenching, as defined, for the installation of underground fiber if the installation in the microtrench is limited to fiber, except as provided. Existing law requires, during the project planning phase of certain department-led construction projects, the Department of Transportation to notify companies and organizations working on broadband deployment of the project on its internet website to encourage collaborative broadband installations. This bill would require, prior to commencing any local agency-led excavation projects, as defined, a city, county, or city and county to notify interested parties of the project on its internet website to encourage collaborative installations of important utilities and infrastructure, including, but not limited to, fiber optic cable, undergrounding utilities, or other important services. By imposing additional duties on cities and counties, the bill would impose a state-mandated local program. The bill would include findings that changes proposed by this bill address a matter of statewide concern rather than a municipal affair and, therefore, apply to all cities, including charter cities. The California Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by the state. Statutory provisions establish procedures for making that reimbursement. This bill would provide that, if the Commission on State Mandates determines that the bill contains costs mandated by the state, reimbursement for those costs shall be made pursuant to the statutory provisions noted above.
The California Global Warming Solutions Act of 2006 designates the State Air Resources Board as the state agency charged with monitoring and regulating sources of emissions of greenhouse gases. Under the act, the state board is required to approve a statewide greenhouse gas emissions limit equivalent to the statewide greenhouse gas emissions level in 1990 to be achieved by 2020 and to ensure that statewide greenhouse gas emissions are reduced to at least 40% below the 1990 level by no later than December 31, 2030. Under the act, a violation of a rule, regulation, order, emission limitation, emission reduction measure, or other measure adopted by the state board under the act is a crime. This bill instead would require the state board to ensure that statewide greenhouse gas emissions are reduced to at least 55% below the 1990 level by no later than December 31, 2030. By expanding the scope of a crime, this bill would impose a state-mandated local program. The California Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by the state. Statutory provisions establish procedures for making that reimbursement. This bill would provide that no reimbursement is required by this act for a specified reason.
