Existing law requires the Superintendent of Public Instruction, with the approval of the State Board of Education, to develop a high school exit examination in English language arts and mathematics in accordance with state academic content standards. Existing law requires, commencing with the 2003–04 school year and each school year thereafter, each pupil completing grade 12 to successfully pass the high school exit examination as a condition of receiving a diploma of graduation or a condition of graduation from high school. This bill would provide that the high school exit examination shall not be required as a condition of receiving a diploma of graduation or a condition of graduation from high school for a pupil completing grade 12 in 2015 and who has met all other high school graduation requirements. This bill would declare that it is to take effect immediately as an urgency statute.

This measure would urge the Congress of the United States to support H.R. 167, the federal Wildfire Disaster Funding Act, in order to provide a long-term, stable source of funding for federal agencies to conduct the necessary fuels management on national forest lands, while retaining resources to suppress catastrophic wildfires.
Existing law authorizes the juvenile court to adjudge a minor who has been abused or neglected, or who meets other specified criteria, to be a dependent child of the court. Existing law requires the court to conduct various hearings regarding children who are, or who may become, dependent children, including a detention hearing, jurisdictional hearing, and dispositional hearing. Existing law requires the probation officer, the social worker, or the clerk of the court to provide notice of those hearings to certain persons, including parents, guardians, the child, if he or she is 10 years of age or older, adult relatives under certain conditions, and attorneys for the parents or guardians, as specified. This bill would, until January 1, 2019, generally allow service for the above purposes to be made by electronic mail if the county, or city and county, and the court choose to permit service by electronic mail and the person to be served has consented to service by electronic mail by signing a specified form, as provided.
Existing law authorizes a court in a criminal proceeding, upon written notice by the prosecutor made at least 3 days prior to the date of the preliminary hearing or trial date on which the testimony of the minor is scheduled or during the course of the proceeding on the court's own motion, to order that the testimony of a minor 13 years of age or younger at the time of the motion be taken by contemporaneous examination and cross-examination in another place and out of the presence of the judge, jury, defendant or defendants, and attorneys, and communicated to the courtroom by means of closed-circuit television, if the court makes specified findings. One of the findings existing law requires is that the minor's testimony will involve a recitation of the facts of specified crimes, including an alleged violent felony of which the minor is a victim. This bill would authorize a minor 13 years of age or younger to testify by contemporaneous examination and cross-examination if the testimony will involve the recitation of the facts of an alleged violent felony, whether or not the minor is a victim.
This measure would state the Legislature's support for the memorandum of understanding for strategic partnerships for joint innovation, exchanges, and cooperation between California and Israel.
This measure would encourage the State Department of Health Care Services, the State Department of Public Health, and other state entities to partner with chronic obstructive pulmonary disease (COPD) stakeholders to improve education regarding COPD in the course of implementing a specified COPD statewide strategic plan. This measure would also designate November 2015 as Chronic Obstructive Pulmonary Disease Awareness Month in California and encourage public officials and the citizens of California to increase awareness of the symptoms of, and the methods of preventing, COPD.
This measure would designate the month of May 2015 as Teacher Appreciation Month, recognize teachers for the significant role they play, and encourage pupils, parents, and public officials to publicly recognize the hard work and dedication of teachers, and to observe the month by supporting teachers through appropriate activities, events, and programs.
This measure would declare the month of May 2015 as National Stroke Awareness Month in California.
This measure would proclaim and acknowledge the month of June 2015 and June of every year thereafter as Elder and Vulnerable Adult Abuse Awareness Month.
This measure would urge Congress and the President of the United States to expand the Humanitarian Resettlement Program to allow disabled veteran officers of the South Vietnamese Army currently living in the Socialist Republic of Vietnam to enter the United States.
