The Personal Income Tax Law provides for various exclusions from gross income, including an exclusion for the amount of student loan indebtedness repaid or canceled pursuant to a specified federal law. This bill would exclude from gross income the amount of student loan indebtedness discharged on or after January 1, 2019, and before January 1, 2024, for an eligible individual who is granted a discharge under specified conditions, as provided, including that the individual attended a Brightwood College school or a location of The Art Institute of California. This bill would take effect immediately as a tax levy.

Existing law requires a public school, including a charter school, or a private school, that serves pupils in any of grades 7 to 12, inclusive, that issues pupil identification cards, and a public or private institution of higher education that issues student identification cards, to have printed on the identification cards the telephone number for the National Suicide Prevention Lifeline, and authorizes those schools to have printed on the identification cards certain other suicide-prevention and emergency-response telephone numbers. This bill would, commencing October 1, 2020, additionally require a public school, including a charter school, or a private school, that serves pupils in any of grades 7 to 12, inclusive, that issues pupil identification cards to have printed on the identification cards the telephone number for the National Domestic Violence Hotline. The bill would, commencing October 1, 2020, require a public or private institution of higher education that issues student identification cards to have printed on the identification cards the telephone number for the National Domestic Violence Hotline or a local domestic violence hotline.
Existing law, the Lanterman Developmental Disabilities Services Act, requires the State Department of Developmental Services to contract with private nonprofit corporations for the establishment of regional centers to provide services and supports to individuals with developmental disabilities and their families. Existing law requires a regional center to include specified information on its internet website for the purpose of promoting transparency and access to public information, including, among other things, regional center annual independent audits and purchase of service policies. Existing law requires the department to establish and maintain a transparency portal on its internet website that allows consumers, families, advocates, and others to access provider and regional center information, and requires posted information on the department's internet website transparency portal to include, among other things, a link to each regional center's internet website information. This bill would, on or before July 1, 2020, require the department, in consultation with stakeholders, to determine the most appropriate machine-readable format to be used when disclosing numeric data and would, on or before January 1, 2021, require the department and regional centers to provide all numeric data disclosed to the public in that format. The bill would also, on or before July 1, 2020, require the department to develop, in consultation with stakeholders, transparency guidelines for the disclosure of information that regional centers are required to post on their internet websites. The bill would require the department to post the finalized transparency guidelines on its internet website. The bill would, on or before January 1, 2021, require each regional center to ensure that all publicly disclosed information made by the regional center on its internet website are accessible through a public disclosures menu located on its internet website, and that the regional center's internet website conforms to the transparency guidelines.
Existing law authorizes any postsecondary higher educational institution with a medical center to establish diagnostic and treatment centers for Alzheimer's disease, and requires the State Department of Public Health to administer grants to the postsecondary higher educational institutions that establish a center pursuant to these provisions. Until January 1, 2025, this bill would require the department to implement the action agenda items in the Healthy Brain Initiative, as defined, to the extent resources are available. The bill would require the department to annually notify the Legislature about activities conducted pursuant to these provisions. Until January 1, 2025, the bill would also, upon appropriation by the Legislature, require the department to establish a pilot program in up to 8 local health jurisdictions, as specified, and award participating local health jurisdictions one-time grant funding over 3 consecutive fiscal years, to develop local initiatives that are consistent with the Healthy Brain Initiative. The bill would require the department to conduct an evaluation of the pilot program and produce a report, to be submitted to the Legislature by January 1, 2023, describing best practices and making recommendations regarding which solutions and innovations are most feasible to replicate.
