Distracted Driving Awareness Month.

This measure would proclaim April 2017 as Distracted Driving Awareness Month and call for awareness of the distracted driving problem and support for programs and policies to reduce the incidence of distracted driving.

Legislature: state budget: zero-based budgeting.

This measure would state the intent of the Legislature to incorporate the findings of the statewide mission-based review project being conducted by the Department of Finance into its oversight and review process and to use a zero-based budgeting approach for preparing the state budget, as specified. The measure would also require the Department of Finance and other departments to report on the status and outcome of the reviews during legislative budget hearings.

Citrus disease prevention.

Existing law creates the Citrus Disease Management Account in the Department of Food and Agriculture Fund, consisting of money from federal, industry, and other non-General Fund sources, to be available upon appropriation by the Legislature for the purpose of combating citrus specific pests, diseases, and their vectors. This bill would appropriate $9,616,000 from the Citrus Disease Management Account to the Department of Food and Agriculture for operating expenses necessary for the prevention and management of citrus diseases. This bill would declare that it makes an appropriation for the usual current expenses of the state, and shall go into immediate effect.

Relative to Child Abuse Prevention Month.

This measure would acknowledge the month of April 2017 as Child Abuse Prevention Month and encourage the people of the State of California to work together to support youth-serving child abuse prevention activities in their communities and schools.

Relative to Citrus Strong Month.

This measure would recognize the month of April 2017 as Citrus Strong Month for the purpose of celebrating California's vibrant citrus industry and the benefits it provides to the state's environment, economy, and people, and to affirm that California is citrus strong.

Relative to the Armenian Genocide.

This measure would, among other things, designate the year of 2017 as "State of California Year of Commemoration of the Anniversary of the Armenian Genocide of 1915–1923," would designate April 24, 2017, as "State of California Day of Commemoration of the 102nd Anniversary of the Armenian Genocide of 1915–1923," and would call upon the President of the United States and the United States Congress to formally and consistently reaffirm the historical truth that the atrocities committed against the Armenian people constituted genocide.

Relative to California Holocaust Memorial Day.

This measure would proclaim April 24, 2017, as California Holocaust Memorial Day and would urge all Californians to observe this day of remembrance for the victims of the Holocaust in an appropriate manner.
