This measure would declare August 2013 as Valley Fever Awareness Month.

Existing law authorizes the board of supervisors of a county to sell or lease any real property belonging to the county, as specified, provided that the board complies with certain procedural requirements. Existing law authorizes the board to enter into a lease, concession, or managerial contract involving county owned, leased, or managed property for specified purposes, without otherwise complying with the existing procedural requirements. This bill would additionally authorize the Sacramento County Board of Supervisors to sell or enter into a lease, concession, or managerial contract involving a specified area of county property that the county has acquired from the federal government due to the closure of Mather Air Force Base or McClellan Air Force Base, without complying with the existing procedural requirements referenced above, in accordance with conditions prescribed in the bill. The bill, in a similar manner, would additionally authorize the County of Merced, by a 45 vote of the board of supervisors, to sell a specified area of county property that the county has acquired from the federal government due to the closure of Castle Air Force Base. The bill would prohibit the provisions for each county from being construed to release the county from complying with specified postcompliance provisions relating to redevelopment successor agencies, if the relevant property is located in a former redevelopment area. This bill would make legislative findings and declarations as to the necessity of a special statute for those counties relative to the disposition by each county of the above-described properties.
Existing law prescribes the instruments in, and criteria by which, a local agency, as defined, may invest and deposit its funds, including its surplus funds. Existing law authorizes a local agency to invest in certificates of deposit provided that they do not exceed 30% of the agency's funds that may be invested for this purpose, as specified. This bill would, until January 1, 2017, remove the term "certificates of deposit" and instead authorize a local agency to invest in deposits, as specified, and limit the amount of its funds that an agency may place with any one private sector entity that assists in the placement of deposits with one or more commercial banks, savings banks, savings and loan associations, or credit unions that are located in the United States. The bill would prescribe requirements for the financial institutions that a private sector entity is authorized to use.
This measure would proclaim September 23, 2013, as Restless Legs Syndrome/Willis-Ekbom Disease Awareness Day in California.
This measure would designate October 20, 2013, and each 20th day of October thereafter, as Leyte Landing Commemoration Day in recognition of the significance of the Leyte landing in liberating the Philippines from Japanese occupation, helping to establish the independence of the Philippines, and fostering closer ties between the Philippines and the United States.
Existing law governs the procedure for levying an execution lien upon real or personal property. Existing law requires the judgment creditor to give the levying officer written instructions containing the information needed or requested by the levying officer to serve the writ, order, notice, or other paper on a person. This bill would require instructions given to a levying officer to include specified information if the instructions are accompanied by a specified writ of execution issued by the court as an electronic record or document printed from an electronic record issued by the court. Except as specified, the bill would authorize the levying officer to proceed in the same manner as if in possession of a paper version of the original writ. Existing law authorizes courts to create and maintain court records in electronic forms and authorizes the signing and verification of specified trial court documents using a computer or other technology. Existing law also defines the term "court record" for purposes of the management of trial court records. This bill would additionally include a writ, subpoena, or other legal process as a trial court document that may be signed and verified using a computer or other technology. This bill would incorporate additional changes to Section 68150 of the Government Code proposed by AB 1352 that would become operative if this bill and AB 1352 are enacted, and this bill is chaptered last.
Existing law authorizes specified entities to receive state summary criminal history information from the Department of Justice. Existing law also requires mandated reporters, as defined, to report child abuse and neglect to local law enforcement. This bill would authorize a community youth athletic program, as defined, to request state and federal level criminal offender record information and subsequent arrest notification. The bill would state that performing the background check does not remove or limit the liability of a mandated reporter.
This measure would declare the week of August 4, 2013, to August 10, 2013, inclusive, to be Dropout Recovery Week, and would state the Legislature's intent to encourage the support of dropout recovery high schools with creative teaching strategies, alternative assessments, and adequate resources.
