Relative to Philippine Independence Day.

This measure would recognize June 12, 2018, as the 120th Anniversary of Philippine Independence and would call upon the people of the state to observe the month of June with appropriate ceremonies, programs, and activities.

Reservists: active duty: deferment of financial obligations.

Existing law, the California Military Families Financial Relief Act, authorizes a reservist who is called to active duty to defer payments on mortgages, credit cards, retail installment accounts and contracts, real property taxes and assessments, vehicle leases, and obligations owed to utility companies, for the period of active duty plus 60 calendar days, or 180 days, whichever is the lesser, as specified. Existing law requires the reservist or his or her designee to deliver to the obligor (1) a copy of his or her activation or deployment order and any other information that substantiates the duration of the service member's military service, and (2) a letter signed by the reservist, under penalty of perjury, requesting a deferment of financial obligations, in order for the obligation or liability to be subject to the provisions of the act. This bill would delete the requirement to provide a signed letter, under penalty of perjury, and instead would require the reservist or his or her designee to deliver a written request by the reservist for a deferment of financial obligations to the obligor.

Relative to federal Temporary Protected Status.

This measure would condemn the decision to end the Temporary Protected Status designation for El Salvador, Haiti, Nicaragua, Honduras, and Sudan. The measure would also urge the United States Congress to enact a bipartisan permanent solution for Salvadorans, Haitians, Nicaraguans, Hondurans, and Sudanese with Temporary Protected Status.

Pupil instruction: Cyber Secure Youth Act.

(1) Existing law requires the adopted course of study for grades 1 to 6, inclusive, and grades 7 to 12, inclusive, to include courses in specified areas of study. Existing law declares the policy of the State of California that all students enrolled in the state's public elementary and secondary schools, regardless of race, creed, color, national origin, gender, gender identity, gender expression, physical disability, geographic location, or socioeconomic background, shall have equitable access to educational programs designed to strengthen technological skills, including, but not limited to, computer education programs. This bill, the Cyber Secure Youth Act, would require instruction in cyber hygiene education, as specified, to be provided by school districts and county offices of education to pupils at least once during kindergarten and grades 1 to 6, inclusive, and at least once during grades 7 to 12, inclusive. Because this bill would impose additional requirements on school districts and county offices of education, the bill would impose a state-mandated local program. (2) The California Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by the state. Statutory provisions establish procedures for making that reimbursement. This bill would provide that, if the Commission on State Mandates determines that the bill contains costs mandated by the state, reimbursement for those costs shall be made pursuant to the statutory provisions noted above.

A resolution to propose to the people of the State of California an amendment to the Constitution of the State, by amending Section 9 of Article IX thereof, relating to the University of California.

Existing provisions of the California Constitution establish the University of California as a public trust under the administration of the Regents of the University of California. The California Constitution grants to the regents all the powers necessary or convenient for the effective administration of this public trust. Pursuant to the California Constitution, there are 7 ex officio members of the regents and 18 appointive members appointed by the Governor and approved by the Senate, a majority of the membership concurring. The members of the regents appointed on and after March 1, 1976, serve 12-year terms. This measure would require, on or before October 1 of each year, the Office of the President of the University of California to submit a written report to the regents, the Governor, and the appropriate policy and fiscal committees of the Legislature specifying its receipts and expenditures for the immediately preceding fiscal year. The measure would also require that an appropriation for the Office of the President of the University of California be made only pursuant to an item in the annual Budget Bill relating solely to that office, as specified. The measure would also add the Chancellor of the California Community Colleges to the regents as a voting ex officio member, and would provide that the President of the University of California would be a nonvoting, rather than a voting, ex officio member. The measure would prohibit the appointment of members of the regents appointed to the board before March 4, 2020, to additional terms after that date, and would further require that members of the regents appointed on and after March 4, 2020, would serve 4-year terms, with the exception of 5 appointive positions on the board that would be filled, through appointments by the Governor, by faculty, students, and classified employees of the university for 2-year terms, as specified. The measure would specify the qualifications required of these faculty, student, and classified employee appointees to the board, whose 2-year terms would commence with the expiration of 12-year terms on March 1 of 2020, 2021, and 2022, as prescribed. The measure would repeal, on March 4, 2020, the authority of the members of the board to appoint a member of the faculty of the university or a student of the university, or both, to the board. The measure would prohibit any officer or employee of the university, other than a member of the faculty, from receiving a compensation, as defined, that exceeds $200,000 per year unless that compensation is approved by a vote of the regents in a public meeting.
