Relative to Title X.

This measure would urge the United States Department of Health and Human Services to rescind the new Title X regulations that will impede access to essential, time-sensitive health care for low-income individuals across California and the nation.

Warewashing machines: water reuse.

Existing law, the California Retail Food Code, generally establishes health and sanitation standards for various types of retail food businesses, and requires the State Department of Public Health to regulate these businesses and local agencies to enforce these requirements. The code requires warewashing sinks that discharge liquid waste to be drained by means of indirect waste pipes and all wastes drained by the warewashing sink to discharge through an airgap into a floor sink or other approved type of receptor, with specified exceptions. A violation of any provision of the code is generally a misdemeanor. This bill would authorize water from a warewashing machine to be reused on the same warewashing machine, for pre-rinse purposes only, if an attendant is onsite to control the reuse of the water for pre-rinse purposes and a written disclosure notice is posted, as specified. By imposing conditions on the reuse of water from a warewashing machine, the violation of which would be a crime, this bill would impose a state-mandated local program. The California Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by the state. Statutory provisions establish procedures for making that reimbursement. This bill would provide that no reimbursement is required by this act for a specified reason.

Relative to the CHP Officer Kirk Griess Memorial Highway.

This measure would designate the portion of Interstate 505 between the Interstate 80 interchange and the Vaca Valley Parkway in the County of Solano as the CHP Officer Kirk Griess Memorial Highway. The measure would request the Department of Transportation to determine the cost of appropriate signs showing this special designation and, upon receiving donations from nonstate sources covering that cost, to erect those signs.

Sex crimes: communication with a minor.

Existing law, as added by Proposition 83 of the November 7, 2006, statewide general election, makes it a crime for a person to contact or communicate with a minor, or attempt to contact or communicate with a minor, when the person knows or reasonably should know that the person being contacted is a minor, with the intent to commit one of a list of specified offenses involving the minor, including kidnapping and rape. This bill would expand the list of specified offenses described above to include human trafficking of the minor. By expanding the definition of a crime, the bill would impose a state-mandated local program. The California Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by the state. Statutory provisions establish procedures for making that reimbursement. This bill would provide that no reimbursement is required by this act for a specified reason.

Relative to firearms.

This measure would urge Congress to swiftly enact House Resolution 8, the Bipartisan Background Checks Act of 2019, to require background checks for all firearm sales.

Immigration enforcement tactics.

This measure would urge the federal government to stop using ruses against immigrants, revise the tactics used by United States Immigration and Customs Enforcement (ICE) , cease the unjust detention of undocumented immigrants, end blanket raids against individuals thought to be without documents, and adopt a standard uniform for ICE officers that clearly identifies them as ICE when operating in California.
