Relative to HIV/AIDS health disparities.

Relative to César Chávez Day.

Social Security: retirement benefits: public employees.

This measure would request the President and the Congress of the United States to enact the Social Security Fairness Act of 2009, which would repeal the Government Pension Offset and the Windfall Elimination Provision from the Social Security Act.

Relative to New United Motor Manufacturing, Inc.

Relative to the federal Gulf of the Farallones and Cordell Bank National Marine Sanctuaries Boundary Modification and Protection Act.

This measure would call upon the Congress of the United States to quickly pass the federal Gulf of the Farallones and Cordell Bank National Marine Sanctuaries Boundary Modification and Protection Act and the President of the United States to expeditiously sign it into law.

Elections: ranked voting.

Existing law provides procedures for the nomination of candidates for elective offices in general law cities. It specifies the procedures for the conduct of the election, the canvass of ballots, and certification of persons elected to office. Related provisions require the holding of a runoff election if no candidate has been elected at the municipal election. Existing law provides that a vacancy in an elective office may be filled by appointment at a special election or at the next regular municipal election. Under existing law, the Secretary of State is the chief elections officer of the state and is required to administer the provisions of the Elections Code. This bill would authorize the Secretary of State to approve not more than 12 cities or counties, in total, to conduct a local election using ranked voting if specified conditions are met. The bill would specify requirements for using ranked voting in both a single-candidate election and a multiple-candidate election. The bill would require local elections officials to make certain reports relating to ranked voting elections and would also require those cities and counties to report on the success of conducting those elections to the Legislative Analyst, who would be required to report to the Legislature and make recommendations on the ranked voting elections. The bill would end the authority of cities and counties to adopt ranked voting on January 1, 2019, unless a later statute enacted prior to January 1, 2019, deletes or extends that date, but would allow such elections to be conducted until January 1, 2024.

Marine mammal protection: swordfish importation.

This measure requests the United States government to restrict swordfish imports unless and until there is a process by which a nation seeking to export swordfish or swordfish products to the United States provides reasonable proof of the effects on marine mammals of the commercial fishing technology used to obtain the swordfish or swordfish products, and the National Marine Fisheries Service receives that proof and determines that the proof demonstrates that the swordfish or swordfish products to be imported were not caught with commercial fishing technology that results in the incidental kill or incidental serious injury of marine mammals in excess of United States standards.

Relative to the Deputy Kent Hintergardt Memorial Highway.

This measure would designate a specified portion of State Highway Route 15 in Temecula as the Deputy Kent Hintergardt Memorial Highway. The measure would also request the Department of Transportation to determine the cost of appropriate signs showing this special designation and, upon receiving donations from nonstate sources covering those costs, to erect those signs.
