This measure would declare March 5, 2020, as Family Justice Center Day in California and would recognize the lifesaving and hope-giving work of the California Family Justice Center Network and its member Family Justice Centers as they work with rape crisis centers, domestic violence shelters, human trafficking agencies, prosecutors' offices, law enforcement agencies, and other professionals and community-based organizations to ensure that adult and child survivors of trauma can access all of their services in one setting.

This measure would recognize March 7, 2020, as California Arbor Day, and would urge California residents to observe the day with appropriate tree-planting activities and programs.
Existing law establishes the Office of Statewide Health Planning and Development in the California Health and Human Services Agency. Existing law requires an organization that operates, conducts, owns, or maintains a health facility, each hospital, and each general acute care hospital and freestanding ambulatory surgery clinic to make and file with the office certain information regarding patients that is recorded on a Hospital Discharge Abstract Data Record, an Emergency Care Data Record, and an Ambulatory Surgery Data Record, respectively, as described. The information includes, among other things, the date of birth, race, date of services, and principal diagnosis of the patient. Existing law requires the office to disclose this information to certain entities, including any California hospital and any local health department or local health officer in California, except as specified. Existing law prohibits a hospital from disclosing that information except in response to a court order, search warrant, or subpoena, or as otherwise required or permitted by specified federal law. This bill would also require the office to disclose the information to any nonprofit health policy organization and any labor union and would prohibit those entities from disclosing the information, as described above.
This measure would memorialize the achievements of Rosa Parks in the Civil Rights Movement and would commemorate the 20th Anniversary of Rosa Parks Day in California on February 4, 2020.
Existing law authorizes the Department of Corrections and Rehabilitation to contract with providers of health care services and health care network providers, subject to maximum reimbursement rates, except as specified. This bill would state the intent of the Legislature to limit the duration of a state agency contract with a physician and surgeon for the provision of health care services.
Existing law establishes a workers' compensation system, administered by the Administrative Director of the Division of Workers' Compensation, to compensate an employee for injuries sustained in the course of employment. If disability, the need for medical treatment, or death results from the combined effects of 2 or more injuries, existing law requires all questions of fact and law to be separately determined with respect to each injury. This bill would make technical, nonsubstantive changes to this requirement.
Existing law specifies that inconsistent provisions of the Community Redevelopment Law and the Housing Authorities Law, which generally relate to community development and housing, are inoperative during certain times. This bill would make nonsubstantive changes to that provision.
The Bergeson-Peace Infrastructure and Economic Development Bank Act establishes the California Infrastructure and Economic Development Bank (I-Bank) . Among other things, the act authorizes the I-Bank to make loans, issue bonds, and provide financial assistance to economic development or public development facilities. This bill would make nonsubstantive changes to the act.
