Relative to California Travel and Tourism Month.

This measure would proclaim the month of May 2016, and every May thereafter, as California Travel and Tourism Month to celebrate the leadership of California's tourism industry in growing California's economy and improving the quality of life for all Californians.

Relative to the Pomona Police Officer Shaun Diamond Memorial Highway.

This measure would designate the portion of Interstate 10 from the State Route 57 Interchange to the North Towne Avenue exit in the County of Los Angeles as the Pomona Police Officer Shaun Diamond Memorial Highway. The measure would also request the Department of Transportation to determine the cost of appropriate signs showing this special designation and, upon receiving donations from nonstate sources covering that cost, to erect those signs.

Teen Dating Violence Awareness and Prevention Month.

This measure would proclaim the month of February 2016 as Teen Dating Violence Awareness and Prevention Month, and would encourage all Californians to observe Teen Dating Violence Awareness and Prevention Month with programs and activities that raise awareness about teen dating violence.

Relative to women's reproductive health.

This measure would request the President and the Congress of the United States to express their support for access to comprehensive reproductive health care, including the services provided by Planned Parenthood, and to oppose efforts to eliminate federal funding for Planned Parenthood.

Wireless 911 calls: emergency telephone user surcharge.

Existing law establishes the Public Safety Communications Division within the Office of Emergency Services, under the supervision of a chief, to carry out specific duties relating to state needs and plans for public safety communications systems and equipment. This bill would require the division to require its California 911 Emergency Communications Branch to work with the Department of the California Highway Patrol to continue the work of the Routing on Empirical Data (RED) Project by using the technology and procedures employed in that project to assist in determining whether wireless 911 calls should be routed to a local public safety answering point or a California Highway Patrol call center. The bill would require that the project use historical empirical call data to determine the most efficient routing for wireless 911 calls. The Emergency Telephone Users Surcharge Act generally imposes a surcharge on amounts paid by every person in the state for intrastate telephone service to provide revenues sufficient to fund "911" emergency telephone system costs, and requires the Office of Emergency Services to annually determine the surcharge rate, subject to a specified formula, that it estimates will produce sufficient revenue to fund the current fiscal year's 911 costs, as specified. This bill would instead impose the surcharge at a flat monthly rate of between $0.15 and $0.75, determined annually by the office. This bill would declare that it is to take effect immediately as an urgency statute.

Pharmacy: prescriptions.

The Pharmacy Law provides for the licensure and regulation of pharmacists by the California State Board of Pharmacy. A knowing violation of the Pharmacy Law is a crime. The Pharmacy Law requires a health facility to establish and implement a written policy to ensure that each patient receives information regarding drugs given to the patient at the time of discharge or under certain other circumstances, including the use and storage of each drug, the precautions and relevant warnings, and the importance of compliance with directions. This bill would revise that patient information provision to require that a health facility require each patient to acknowledge in writing that the patient has received this information. Because a violation of this requirement would be a crime under certain circumstances, the bill would impose a state-mandated local program. The Pharmacy Law establishes requirements for the substitution of an alternative biological product when a pharmacist is filling a prescription order for a prescribed biological product. This bill would make nonsubstantive changes to that substitution provision. The California Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by the state. Statutory provisions establish procedures for making that reimbursement. This bill would provide that no reimbursement is required by this act for a specified reason.

Student financial aid: Student Aid Commission.

Existing law establishes various student financial aid programs under the administration of the Student Aid Commission, and establishes eligibility requirements for the recipients of awards under those programs by participating students attending qualifying institutions. This bill would require the commission, by the 2017–18 academic year, to report to the Legislature and the Governor on specified measures to increase student participation in state and federal financial aid programs, including at least one measure to encourage and support California high school pupils in completing and submitting the Free Application for Federal Student Aid.
