International trade: tariffs: impact study.

Existing law establishes the Governor's Office of Business and Economic Development ("GO-Biz") to, among other duties, serve the Governor as the lead entity for economic strategy and the marketing of California on issues relating to business development, private sector investment, and economic growth. Existing law requires the Transportation Agency to establish a freight advisory committee to, among other things, participate in the development of the state freight plan. This bill would require GO-Biz, in consultation with the Department of Finance and the Transportation Agency, to conduct a study on the impacts that increases in tariffs and reciprocal tariffs have on the state's international trade of imports and exports, as specified. The bill would also require GO-Biz to provide resources to support the international trade activities of California small businesses. The bill would require the agency to convene the freight advisory committee to discuss the scope of the study upon GO-Biz initiating the study. On or before January 1, 2029, the bill would require GO-Biz, to submit the study to the Legislature, as specified.

Real property tax: welfare exemption: community land trusts.

Existing property tax law, pursuant to constitutional authorization, provides for a "welfare exemption" for property used exclusively for religious, hospital, scientific, or charitable purposes and that is owned or operated by certain types of nonprofit entities, if certain qualifying criteria are met. Existing law also provides that property is within the welfare exemption if that property is owned by a community land trust, as defined, otherwise qualifying for the welfare exemption, and specified conditions are met, including that the property is being or will be developed or rehabilitated as housing, as specified. This bill would make a nonsubstantive change to the provision providing that property is within the welfare exemption if that property is owned by a community land trust.

Insurance: health coverage.

Existing law requires a person or other entity providing coverage in this state for medical, surgical, chiropractic, physical therapy, speech pathology, audiology, professional mental health, dental, hospital, or optometric services, whether this coverage is by direct payment, reimbursement, or otherwise, and that enters into an arrangement or contract with, or underwrites, a preferred provider organization or arrangement, as specified, be subject to the jurisdiction of the Department of Insurance. This bill would make technical, nonsubstantive changes to these provisions.
