Existing law establishes the California State University, under the administration of the 25-member Trustees of the California State University, the California Community Colleges under the administration of the 17-member Board of Governors of the California Community Colleges, and the University of California under the administration of the 26-member Regents of the University of California, as the 3 segments of public postsecondary education in the state. Existing law, the Bagley-Keene Open Meeting Act, generally requires, with specified exceptions for authorized closed sessions, that the meetings of state bodies be open and public and that all persons be permitted to attend. The act also requires internet notice of meetings of state bodies and written notice to parties requesting written notice, and generally requires that the agenda for meetings provide an opportunity for members of the public to directly address the body on any item of interest to the public that is within the subject matter jurisdiction of the body. Existing law requires meetings of the Board of Governors to be open and public, and subjects meetings of the Trustees and Regents to the act, except as provided. This bill would require the California State University and the California Community Colleges, and request the University of California, to post on their respective governing body's internet website the name, email address, telephone number, and mailing address of each member of the governing body, as specified, for conducting official business as a member of the governing body, and a short biography of each member. The bill would also encourage each member of those governing bodies to consider public and stakeholder input provided to the member before voting on a matter at an open meeting of the governing body, as specified.

This measure would designate a specified portion of State Highway Route 152 in the County of Santa Clara as the Rusty Areias Highway. The measure would request that the Department of Transportation determine the cost of appropriate signs showing this special designation and, upon receiving donations from nonstate sources sufficient to cover the cost, to erect those signs.

This measure would urge President Donald J. Trump to avoid raising the cost of living for American consumers by rescinding the tariffs that he has imposed since taking office in January 2025 and refunding the American people for the costs passed on to them by his tariffs. The measure would also urge the United States Congress to enact a joint resolution to rescind President Trump's tariffs and to oppose all future unilateral and arbitrary tariff increases imposed by President Trump.

Existing law requires, in the event of an emergency within the jurisdiction of a local agency that provides emergency response services and that serves a population within which 5% or more of the people speak English less than "very well," according to American Community Survey data, and jointly speak a language other than English, that the local agency provide information related to the emergency in English and in all languages spoken jointly by the 5% or more of the population that speaks English less than "very well," as specified. This bill would revise these provisions to instead require the local agency to provide information related to an emergency within a local agency's jurisdiction in English and translated in each language spoken by 5% or more of the population that speaks English less than "very well." The bill, to determine whether a language meets the criteria for translation, would require a local agency to calculate the total population of those within its jurisdiction that speaks English less than "very well," and, for each language included in the American Community Survey data, or data from an equally reliable source, determine whether speakers of any language who speak English less than "very well" comprise at least 5% of the total population of that jurisdiction that speaks English less than "very well." The bill would make organizational and clarifying changes to the above-described provisions, as specified. This bill would declare that it is to take effect immediately as an urgency statute.

This measure would recognize August 26, 2026, as Women's Equality Day and its historic importance to women's rights, including the battle to attain those rights in the past, present, and future.
