This measure would honor and recognize the service and sacrifice made by members of the Armed Forces and their families on the occasion of Armed Forces Day on May 19, 2012.
This measure would recognize April 23, 2012, to April 30, 2012, inclusive, as Black April Memorial Week, and April 2012 as Vietnamese American month.
This measure would acknowledge the month of April 2012 as Child Abuse Prevention Month, and encourage the people of the State of California to work together to support youth-serving child abuse prevention activities in their communities and schools.
Existing law, the California Finance Lenders Law, provides for the licensure and regulation of finance lenders and brokers by the Department of Corporations. Existing law, the California Deferred Deposit Transaction Law, provides for the licensure and regulation of lenders who make deferred deposit transactions in an amount equal to or less than $300, as specified. A willful violation of these provisions is a crime. This bill would require those licensees to, on and after January 1, 2014, and until January 1, 2018, include a financial facts label with any deferred deposit transaction or an unsecured consumer loan in a principal amount that is equal to or less than $2,500, as specified. The bill would further require the financial facts label to be placed on specified advertising. Because a willful violation of these provisions would be a crime, the bill would impose a state-mandated local program. The California Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by the state. Statutory provisions establish procedures for making that reimbursement. This bill would provide that no reimbursement is required by this act for a specified reason.
Existing law allows public entities to enter into contracts for work including, but not limited to, repair, remodeling, and other repetitive work to be done according to unit prices. This bill would require any public entity that contracts for construction services using a unit price contract or annual contract, as defined, to only accept bids that contain unit prices developed using the general prevailing rate, as provided.
This measure would call upon all Californians to observe César Chávez's birthday, March 31, as a day of public service, to recognize the hard work and self-sacrifice that farmworkers go through to feed all the families in our state, and to learn from César Chávez's life and his mission of nonviolence, social justice, and selfless service to others.
Existing law establishes the Office of Multicultural Health within the State Department of Public Health to, among other things, perform strategic planning within the department. Existing law requires the State Department of Health Care Services to develop departmentwide plans for implementation of goals and objectives to close the gaps in health status and access to care among the state's diverse racial and ethnic communities and the lesbian, gay, bisexual, and transgender communities. This bill would require the State Department of Public Health to develop and utilize a health equity tool as part of the department's process for making evidence-based decisions regarding goals and objectives in the department's strategic plan. The bill would require the tool to reflect all available data and trends to enable the department to assess the basic needs of individuals, the quality and sustainability of the environment, adequate levels of economic and social development, health and social equity, and social relationships.
This measure would designate the month of November 2012 as California Runaway and Homeless Youth Month and would recognize the need for individuals, schools, communities, businesses, local governments, and the state to take action on behalf of runaway and homeless youth in California.
This measure would proclaim California as a Purple Heart State, honoring the service and sacrifices of our nation's men and women in uniform wounded or killed by the enemy while serving to protect the freedoms enjoyed by all Americans.
