A resolution to propose to the people of the State of California an amendment to the Constitution of the State, by amending Sections 8 and 10 of Article II thereof, relating to initiatives.

The California Constitution provides that the electors may propose statutes or amendments to the state constitution through the initiative process by presenting to the Secretary of State a petition that sets forth the text of the proposed statute or amendment to the Constitution and is certified to have been signed by a certain number of electors. This measure would require that an initiative that would increase the current vote requirement for an action by either the electors or by the Legislature, or would impose an extraordinary vote requirement for the amendment of an initiative statute by the Legislature without approval by the electors, itself receive the same affirmative vote percentage in order to be approved by the electors.

Relative to arts education.

This measure would declare March 2011 to be Arts Education Month, would encourage all elected officials to participate with their educational communities in celebrating the arts, and would urge all residents to become interested in and give full support to quality school arts programs for children and youth.

Armenian Genocide: Day of Remembrance.

This measure would designate April 24, 2011, as "California Day of Remembrance for the Armenian Genocide of 1915–1923." It would memorialize the Congress and the President of the United States to act likewise to commemorate the Armenian Genocide.

Relative to Campus Safety Month.

This measure would declare March as Campus Safety Month, and would encourage citizens to visit the Internet Web site of the California Postsecondary Education Commission to view public safety information about public and private colleges and universities.

This resolution would recognize the month of January as National Slavery and Human Trafficking Prevention Month, and it would recognize February 1, 2011, as California's Free From Slavery Day.
