This measure would request that the Congress and the President of the United States enact the Medicare Secondary Payer Enhancement Act of 2010.
This measure would proclaim May 12, 2010, as California Lab Day.
This measure would designate the 2nd week of October 2010, and annually thereafter, as Disability History Week, and would encourage public and private institutions of higher education, state and local agencies, nonprofit and community-based organizations, and private businesses and corporations to observe Disability History Week by dedicating appropriate classroom instructional time or by coordinating all-inclusive activities to be conducted during that week to afford opportunities for students and the general public to learn more about the disability community and to celebrate and honor its role in contemporary American society.
This measure would declare the Legislature's support for the observance of "Spirit of '45 Day" on the second Sunday in August to commemorate the anniversary of the end of World War II on August 14, 1945.
This measure would recognize each 2nd week of February hereafter as African American Mental Health Awareness Week.
Existing law designates specified days as having special significance, and specifies how the days of special significance should be observed in public elementary and secondary schools and educational institutions. This bill would repeal and recast these provisions. This bill would express findings and declarations of the Legislature relating to Ronald Reagan. This bill would designate February 6 of each year as Ronald Reagan Day, and would encourage public schools and educational institutions to engage in exercises remembering the life of Ronald Reagan, as specified. Existing law requires the Governor to proclaim various days in honor of a person, status, or an event. This bill would require the Governor to annually proclaim February 6 as Ronald Reagan Day.
Existing law establishes various grounds for the issuance of a search warrant. Existing law requires a search warrant to be issued upon probable cause, supported by affidavit, naming or describing the person to be searched or searched for, and particularly describing the property, thing, or things and the place to be searched. Under existing law, a magistrate may examine a person seeking a warrant under oath and is required to take a signed affidavit or affidavits. Under existing law, an oath may be made to a magistrate using a telephone and facsimile transmission equipment or by using a telephone and electronic mail and the affiant may sign the affidavit using a digital signature. Existing law requires the magistrate to cause the warrant, supporting affidavit, and attachments to be printed if received by electronic mail, and to return them to the court to be open to the public once the warrant is executed and returned. Existing law also provides that a magistrate may authorize a "duplicate original" for a remote affiant which, after its execution, is also required to be returned. This bill would allow an oath to be made using, in addition, a telephone and computer server, and would allow the affiant's signature to be in the form of an electronic signature. This bill would delete the requirement that the magistrate cause the warrant, supporting affidavit, and attachments to be printed if received by electronic mail or computer server, and would, in cases with fax, electronic mail, or server affidavits, delete the requirement that the magistrate return the printed documents to the court, leaving only the "duplicate original" to be returned by the remote affiant. This bill would allow the magistrate to sign the warrant using a digital signature or electronic signature if electronic mail or computer server is used.
The California Public Records Act requires state and local agencies to make their records available for public inspection and to make copies available upon request and payment of a fee unless they are exempt from disclosure. Existing law describes the California Interscholastic Federation (CIF) , provides the intent of the Legislature regarding its policies, and requires it to report specified information to the Legislature by January 1, 2010. This bill would additionally declare the intent of the Legislature that the CIF comply with the California Public Records Act, and in doing so, that it be afforded the same public records disclosure exemptions as are afforded to school districts.
(1) Existing law authorizes a city or county, by ordinance or resolution, to find and declare that there are privately owned and maintained offstreet parking facilities within the city or county that are generally held open for use of the public for purposes of vehicular parking and requires, upon enactment of the ordinance or resolution, that specified traffic laws apply, including those related to basic speed law, reckless driving, and speed contests and exhibitions of speed, except as specified. A violation of the Vehicle Code is a crime. This bill would make additional traffic laws enforceable on offstreet private parking facilities. By increasing the number of traffic laws that may be enforced on offstreet private parking facilities by local law enforcement officials, the bill would impose a state-mandated local program. (2) The California Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by the state. Statutory provisions establish procedures for making that reimbursement. This bill would provide that no reimbursement is required by this act for a specified reason.
This measure would call upon the National Governors Association and the Council of Chief State School Officers to develop common core state standards in the core academic disciplines of English-language arts, mathematics, history-social science, and science, request that they replicate the process used to develop English-language arts and mathematics common core state standards to now develop common core state standards for social studies and science, and examine the viability of developing common standards in foreign language, visual and performing arts, physical education, career technical education, and other subject areas.
