This measure would urge the United States Secretary of Education to establish and submit to the United States Congress for approval a monthly student loan payment plan for federal student loans, based on the personal savings rate as published by the federal Bureau of Economic Analysis.

This measure would designate the portion of State Route 5 from El Horno Street, at postmile 10.001, to Crown Valley Parkway, at postmile 13.776, in the County of Orange as the Senior Master Sergeant John James Paoletti Memorial Highway. The measure would request that the Department of Transportation determine the cost of appropriate signs showing this special designation and, upon receiving donations from nonstate sources covering that cost, erect those signs.
This measure would designate a portion of State Route 119, between E Kern Street, postmile 0.34, and Cedar Street, postmile 1.300, in the County of Kern as the Corporal Luis Carlos Ruan Memorial Highway. The measure would request the Department of Transportation to determine the cost of appropriate signs showing this special designation and, upon receiving donations from nonstate sources covering that cost, to erect those signs.
Existing law governs the determination of child custody and visitation in contested proceedings. Existing law requires the court, for purposes of deciding custody, to determine the best interests of the child based on certain factors, including the nature and amount of contact with both parents, and consistent with specified findings, including that the court's primary concern must be to ensure the health, safety, and welfare of the child. Existing law prohibits the ordering of family reunification services as part of a child custody or visitation rights proceeding. Existing law requires the Judicial Council to establish judicial training programs with instruction in all aspects of family law for those who perform duties in family law matters and in domestic violence for those who perform duties in domestic violence matters. This bill would specify that prohibited ordered family reunification services include reunification therapy, treatments, programs, workshops, or camps that are predicated on cutting off a child from a parent with whom the child is bonded or to whom the child is attached. The bill would require the Judicial Council's family law training program to be designed to improve the ability of judges and others who perform duties in family law matters to recognize and respond to child abuse, domestic violence, and trauma in all family victims and to make appropriate custody decisions that prioritize child safety and well-being and are culturally responsive. The bill would require the Judicial Council's domestic violence training program to include child abuse, and would include those who perform duties in child custody and visitation matters in the target audience for that training. The bill would require a judge assigned to family law matters involving child custody proceedings, as well as a judge, referee, commissioner, mediator, child custody recommending counselor, and evaluator involved in child custody proceedings, to participate in a program of continuing instruction in domestic violence, including child abuse.
This measure would celebrate the history and culture of cruising and encourage local officials and law enforcement to work with local car clubs to conduct safe cruising events.
The Personal Income Tax Law authorizes various credits against the taxes imposed by that law, including a credit for qualified renters in the amount of $120 for spouses filing joint returns, heads of household, and surviving spouses if adjusted gross income is $50,000, as adjusted, or less, and in the amount of $60 for other individuals if adjusted gross income is $25,000, as adjusted, or less. This bill would require the Franchise Tax Board to prepare a written report by April 1, 2023, on the number of taxpayers claiming the credit, and the average credit amount on returns claiming the credit.
This measure would commend the Congress of the United States for enacting legislation that will alleviate and remedy the congestion of California's ports. The measure also would urge the Congress of the United States to enact further legislation to ensure that the state's importing and exporting capabilities are returned to prepandemic levels.
This measure would proclaim December 8, 2022, as Latina Equal Pay Day in California, in recognition of the need to eliminate the gender gap in earnings by women and to promote policies to ensure equal pay for all.
This measure would urge the President and the Congress of the United States to amend specified provisions of the federal Social Security Act to allow recipients of disabled adult child benefits under the act to continue to receive those benefits upon marriage.
This measure, among other things, would declare the last week of September 2022, and each year thereafter, as Sacramento-San Joaquin Delta Week, with the purpose of expanding the acknowledgment of the Sacramento-San Joaquin Delta region's contributions to a higher quality of life for all Californians.
