Existing law requires the Secretary of State to establish a statewide system to facilitate removal of duplicate or prior voter registrations to facilitate the reporting of election results and voter and candidate information and to otherwise administer and enhance election administration. Existing law also requires that certain affidavit of voter registration information be provided to, among others, any person for election, scholarly, journalistic, or political purposes, or for governmental purposes, as determined by the secretary. This bill would authorize the Secretary of State to apply for membership with the Electronic Registration Information Center and, if that application is approved, authorize the Secretary of State to execute a membership agreement with the Electronic Registration Information Center on behalf of the state, as specified. The bill would require the Secretary of State to ensure that any confidential information or data provided by another state remains confidential while in his or her possession, and would authorize the Secretary of State to transmit confidential information or data pursuant to that agreement. The bill would also authorize the Secretary of State to adopt regulations necessary to implement these provisions.

The State Contract Act governs the bidding and award of public works contracts by specific state departments. That act prohibits, except in specified circumstances, a state agency responsible for letting public works contracts from drafting bid specifications in a manner that limits the bidding to any one concern or product, except under certain circumstances. Existing law relating to the state acquisition of goods and services requires all contracts for the acquisition or lease of goods in an amount of $25,000, or a higher amount as established by the Director of General Services, to be made or entered into with the lowest responsible bidder meeting specifications, except in certain cases, including when the acquiring agency and the Department of General Services agree that an article of a specified brand or trade name is the only article that will properly meet the needs of the agency. That existing law, with respect to contracts for services, requires the department to prescribe the conditions under which a contract may be awarded without competition, and the methods and criteria to be used in determining the reasonableness of contract costs when a contract is awarded without competition. This bill would require the department to, until January 1, 2023, submit an annual report to the Legislature, that shall also be made available to the public, of all noncompetitive bid contract requests it approved during the preceding year and the mechanisms the department employed during the previous year to enforce compliance with noncompetitive procurement laws and policies, as specified.
Existing law establishes the Golden State Seal Merit Diploma for the purpose of recognizing pupils who have mastered the high school curriculum. Existing law also establishes the State Seal of Biliteracy to recognize high school graduates who have attained a high level of proficiency in speaking, reading, and writing in one or more languages in addition to English. This bill would establish a State Seal of STEM to recognize high school graduates who have attained a high level of proficiency in science, technology, engineering, and mathematics fields. The bill would establish criteria for the receipt of the State Seal of STEM, would require the Superintendent of Public Instruction to prepare and deliver to participating school districts an appropriate insignia to be affixed to pupil diplomas or transcripts, and would require participating school districts to maintain appropriate records and affix the appropriate insignia to diplomas or transcripts of recipient pupils. The bill would not become operative until both (1) data from the statewide administration of specified state science assessments are available and (2) the State Board of Education, in a public meeting, makes specified declarations. The bill's provisions would be inoperative on July 31, 2026, and repealed on January 1, 2027.
This measure would, among other things, designate the year 2018 as "State of California Year of Commemoration of the Anniversary of the Armenian Genocide of 1915–1923," would designate April 24, 2018, as "State of California Day of Commemoration of the 103rd Anniversary of the Armenian Genocide of 1915–1923," and would call upon the President of the United States and the United States Congress to formally and consistently reaffirm the historical truth that the atrocities committed against the Armenian people constituted genocide.
This measure would proclaim April 16, 2018, as California Holocaust Memorial Day and would urge all Californians to observe this day of remembrance for the victims of the Holocaust in an appropriate manner.
This measure would urge the Congress of the United States to implement revised dam safety and inspection requirements, with specified components, for all federally operated and regulated dams and reservoirs for the purpose of ensuring public safety.
This measure would recognize September 20, 2018, and every year on that date thereafter, as California Surfing Day to celebrate the California surfing lifestyle, would commend all those who honor the history, culture, and future of surfing, as well as the sport of surfing and the protection of our beach and ocean environments, would express support for future surfers and encourage potential surfing Olympians to work diligently, and would encourage all Californians to enjoy California Surfing Day.
This measure would designate the month of April 2018 as Aviation Awareness Month.
The Personal Income Tax Law, in modified conformity with federal income tax laws, allows various deductions in computing the income that is subject to the taxes imposed by that law, including miscellaneous itemized deductions that are allowed only to the extent that the aggregate amount of those deductions exceeds 2% of adjusted gross income. This bill, for taxable years beginning on or after January 1, 2018, would allow as a deduction under that law an amount equal to the amount of federal income tax paid, as defined, by an individual for that taxable year, as specified. This bill would take effect immediately as a tax levy.
