This measure would proclaim April 15 through April 22, 2012, as California Holocaust Memorial Week and would urge Californians to observe these days of remembrance for the victims of the Holocaust in an appropriate manner.
The California Buy American Act requires that a governing body of any political subdivision, municipal corporation, or district, and any public officer or person charged with the letting of contracts for the construction, alteration, or repair of public works or for purchasing materials for public use to only let those contracts to a person who agrees to use or supply materials produced or manufactured in the United States, as prescribed. Existing law does not apply this requirement to specified medical and scientific equipment and instruments, sewing machines, printing presses, or office machines or supplies, as specified. This bill would, on and after January 1, 2014, also apply a similar requirement to public contracts let for the purchase or lease of any manufactured tangible personal property or for any materials or structural components to be incorporated into real property, and would provide for specified exceptions, as provided. This bill would repeal those provisions that prohibit the application of the existing United States-made preference to specified medical and scientific equipment and instruments, sewing machines, printing presses, or office machines or supplies. By imposing new duties upon local governments with respect to public contracts, this bill would impose a state-mandated local program. This bill would also make related changes. The California Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by the state. Statutory provisions establish procedures for making that reimbursement. This bill would provide that, if the Commission on State Mandates determines that the bill contains costs mandated by the state, reimbursement for those costs shall be made pursuant to these statutory provisions.
Existing law establishes various programs for juveniles deemed to be wards of the court as a result of the commission of certain offenses. Existing law, the Community Care Facilities Act, provides for the licensure and regulation of community care and residential facilities by the State Department of Social Services. Violation of the act is a misdemeanor. This bill would establish a residential training camp pilot program, to be known as the Juvenile Rehabilitation Training Camp Pilot Program, for the purpose of providing an alternative placement option for male juveniles who commit specified offenses. The bill would authorize any program in San Luis Obispo County that meets specified criteria to be licensed and funded as a group home to the extent permitted by federal law and the California Constitution. The bill would exempt the program from certain requirements governing group homes. By requiring the program to comply with the Community Care Facilities Act, except as specified, the bill would expand the scope of an existing crime, thereby creating a state-mandated local program. This bill would require the State Department of Social Services to provide a report with specified information to the Legislature on or before January 1, 2018, and a 2nd report with recommendations to the Legislature on or before January 1, 2023, relating to the operation of the program. The bill would repeal these provisions on January 1, 2023. This bill would make legislative findings and declarations as to the necessity of a special statute for San Luis Obispo County. The California Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by the state. Statutory provisions establish procedures for making that reimbursement. This bill would provide that no reimbursement is required by this act for a specified reason.
This measure would respectfully request Congress and the Department of Defense to remain committed to maintaining the 144th Fighter Wing and the Aerospace Control Alert mission in California in order to prevent any negative impacts to Southwest air defense operations, the California economy, and the ability of first responders to protect the residents of this state.
This measure would designate March 25 through March 31, 2012, as California Tsunami Awareness Week.
This measure would declare the week of March 12, 2012, through March 16, 2012, as Multiple Sclerosis Awareness Week.
This measure would declare March 2012 to be Campus Safety Month, and would encourage citizens to visit the Internet Web site of the national nonprofit organization Security On Campus, Inc., to view public safety information about public and private colleges and universities.
