California Individual Assistance Act.

Existing law, the California Disaster Assistance Act, requires the Director of Emergency Services to provide financial assistance to local agencies for their personnel costs, equipment costs, and the cost of supplies and materials used during disaster response activities, incurred as a result of a state of emergency proclaimed by the Governor, subject to specified criteria. The act continuously appropriates moneys in the Disaster Assistance Fund and its subsidiary account, the Earthquake Emergency Investigations Account, without regard to fiscal year, for purposes of the act. This bill would enact the California Individual Assistance Act to establish a grant program to provide financial assistance to local agencies, community-based organizations, and individuals for specified costs related to a disaster, as prescribed. The bill would require the director to allocate from the fund, subject to specified conditions, funds to meet the cost of expenses for those purposes. By authorizing increased expenditure of moneys from a continuously appropriated fund for a new purpose, the bill would make an appropriation. This bill would authorize the director to adopt regulations, as determined to be necessary, to govern the administration of the program. The bill would require the director to enter into agreements with local agencies or community-based organizations to retroactively provide individual and family grants for specific disaster events. This bill would declare that it is to take effect immediately as an urgency statute.

Lake and streambed alteration agreements: exemptions.

Existing law prohibits a person, a state or local governmental agency, or a public utility from substantially diverting or obstructing the natural flow of, or substantially changing or using any material from the bed, channel, or bank of, any river, stream, or lake, or depositing or disposing of debris, waste, or other material containing crumbled, flaked, or ground pavement where it may pass into any river, stream, or lake, unless prescribed requirements are met, including written notification to the Department of Fish and Wildlife regarding the activity. Existing law requires the department to determine whether the activity may substantially adversely affect an existing fish and wildlife resource and, if so, to provide a draft lake or streambed alteration agreement to the person, agency, or utility. Existing law prescribes various requirements for lake and streambed alteration agreements. Existing law also establishes various exemptions from these provisions, including exemptions for specified emergency work. This bill would additionally exempt from these provisions the temporary operation of existing infrastructure or temporary pumps being used to divert flood stage flows, as identified by the California Nevada River Forecast Center or the State Water Resources Control Board, or near-flood stage flows, as defined, to groundwater recharge as long as certain conditions are met. The bill would also make conforming changes.

Alternatives to cobalt mined in Africa using child slave labor.

This measure would declare that the Legislature should pass laws that halt the importation of cobalt or any product using cobalt mined in Africa using child slave labor and encourage the production of cobalt and other critical minerals ethically sourced from within the United States.

PK-3 early childhood education specialist credential: grant program.

Existing law requires the Commission on Teacher Credentialing to award planning grants of up to $250,000 each to regionally accredited institutions of higher education to develop plans for the creation of integrated programs of professional preparation that lead to more credentialed teachers with an emphasis on identified shortage fields, as provided. Existing law requires the commission to also award implementation or expansion grants of up to $500,000 each for regionally accredited institutions of higher education to develop new programs of professional preparation or to establish a new partnership with a California community college, as provided. This bill would, separate from those grants, require the commission to develop and implement a program to award, on a competitive basis, planning grants of up to $250,000 each to regionally accredited institutions of higher education for the development of plans to guide the creation of programs of professional preparation, and implementation grants of up to $500,000 each to regionally accredited institutions of higher education for the implementation of programs of professional preparation, that lead to more credentialed teachers obtaining the PK-3 Early Childhood Education Specialist Credential, as provided. This bill would authorize a regionally accredited institution of higher education awarded a planning grant or an implementation grant to use the grant funds to create a new 4-year integrated program of professional preparation, adapt an existing integrated program of professional preparation, or establish a stand-alone program of professional preparation, and for any purpose in support of planning for, or for implementation of, those programs of professional preparation, as applicable, as specified. This bill would, as a condition of the receipt of a planning or implementation grant, require a regionally accredited institution of higher education to provide to the commission specified program and outcome data for at least 5 years after receiving the grant. The bill would require applicants for either grant to provide certain assurances, as provided. This bill would require the commission to give first and 2nd priority to grant applicants that make specified commitments, and would require the commission to annually report to the appropriate fiscal and policy committees of the Legislature on any grants funded until funds are fully expended, as specified. This bill would make implementation of these provisions contingent upon an appropriation by the Legislature for these purposes in the annual Budget Act or another statute.

Relative to California's Sikh American Awareness and Appreciation Month.

This measure would designate the month of November 2023 to be California's Sikh American Awareness and Appreciation Month. The measure would recognize and acknowledge the significant contributions made by Californians of Sikh heritage to our state and would seek to afford all Californians the opportunity to better understand, recognize, and appreciate the rich history and shared principles of Sikh Americans. The measure would condemn all hate crimes and bias incidents against Sikh Americans and would encourage all Sikhs to practice their faith freely and fearlessly.

Relative to California Hindu American Awareness and Appreciation Month.

This measure would designate the month of October 2023 as California Hindu American Awareness and Appreciation Month. The measure would also recognize and acknowledge the significant contributions made by Californians of Hindu heritage to the state and seek to increase awareness and understanding of the Hindu American community.

Relative to California Lowrider Day.

This measure would celebrate the history and culture of lowriding and cruising, encourage local officials and law enforcement to work with local car clubs to conduct safe cruising events, and declare the first Sunday of summer to be observed as California Lowrider Day.
