This measure would proclaim October 21, 2023, and the same date each year thereafter, as Hanbok Day in the State of California.

This measure would declare that the month of January 2024 be recognized as National Mentoring Month, would thank those who participate in quality mentoring programs, and would call upon residents to help close the gap between the availability of mentors and the number of children facing challenging circumstances, as specified.
Existing law establishes the Medi-Cal program, which is administered by the State Department of Health Care Services, and under which qualified low-income individuals receive health care services. The Medi-Cal program is, in part, governed and funded by federal Medicaid program provisions. Under existing law, specialty mental health services include federal Early and Periodic Screening, Diagnostic, and Treatment (EPSDT) services provided to eligible Medi-Cal beneficiaries under 21 years of age. This bill would express the intent of the Legislature to enact legislation to expand access to behavioral mental health services to children receiving Medi-Cal benefits.
Existing law establishes the Department of Housing and Community Development in the Business, Consumer Services, and Housing Agency and requires the department to administer various housing programs, including programs intended to fund the acquisition of property to develop or preserve affordable housing. This bill would state the intent of the Legislature to enact legislation to increase the amount of available affordable housing in rural areas.
Existing law, the Sustainable Groundwater Management Act, states the intent of the Legislature to provide for the sustainable management of groundwater basins and to provide local groundwater agencies with the authority and the technical and financial assistance necessary to sustainably manage groundwater, among other purposes of the act. This bill would express the intent of the Legislature to enact future legislation to improve groundwater basin management.
The Planning and Zoning Law authorizes a development proponent to submit an application for a multifamily housing development that is subject to a streamlined, ministerial approval process and not subject to a conditional use permit if the development satisfies specified objective planning standards. This bill would state the intent of the Legislature to enact legislation that would eliminate barriers to new residential development.
This measure would urge the federal Office of Management and Budget to update its Uniform Guidance in order to improve job creation, quality, and equity.
