This measure would recognize the month of September 2013, and each September thereafter, as Sickle Cell Anemia Awareness Month in California, and would urge the Congress of the United States to support the President's continuation of funding for sickle cell anemia centers and research and to make sickle cell anemia and other genetic hemoglobin disorders a public health priority.

This measure would designate November 2013 as California Sikh American Awareness and Appreciation Month. It would recognize and acknowledge the significant contributions made by Californians of Sikh heritage to the state and afford all Californians the opportunity to understand, recognize, and appreciate the rich history and shared principles of Sikh Americans.

This measure would declare August 2013 as Valley Fever Awareness Month.

Existing law authorizes and regulates the formation and operation of a corporation, nonprofit public benefit corporation, nonprofit mutual benefit corporation, or nonprofit religious corporation, including, but not limited to, the adoption and contents of corporate bylaws. This bill would authorize a corporation, nonprofit public benefit corporation, nonprofit mutual benefit corporation, or nonprofit religious corporation to take actions in anticipation of or during an emergency, as defined, to conduct these corporations' ordinary business operations and affairs, as specified, and provide that any action taken in good faith in anticipation of or during an emergency under this authorization would bind these corporations and not be a basis to impose liability on a corporate director, officer, employee, or agent. This bill would also authorize a corporation, nonprofit public benefit corporation, nonprofit mutual benefit corporation, or nonprofit religious corporation to adopt bylaws to manage and conduct ordinary business affairs of the corporation effective only in an emergency, as specified.

This measure would urge the Congress to enact and the President to sign the Los Angeles Residential Helicopter Noise Relief Act of 2013.

Existing law, effective until January 1, 2018, authorizes a county, upon the adoption of a resolution by its board of supervisors, to impose a fee of $1 on all motor vehicles, in addition to other fees imposed for the registration of a vehicle, and an additional service fee of $2 on commercial motor vehicles of 10,001 pounds or more, as specified. These funds are continuously appropriated to local programs relating to vehicle theft crimes. Existing law authorizes the County of Los Angeles, the County of San Diego, and the County of San Bernardino to increase the motor vehicle fee from $1 to $2, and provides that the service fee on commercial motor vehicles shall increase from $2 to $4, upon adoption of a resolution by its board of supervisors, and requires the resolution to be submitted to the Department of Motor Vehicles at least 6 months prior to the operative date of the fee increase. This bill would authorize every county to increase its motor vehicle fee from $1 to $2, and its commercial vehicle service fee from $2 to $4, upon adoption of a resolution by its board of supervisors, and submission of the resolution to the department, as described above. The bill would also authorize a county to adopt a fee of $2 on all major vehicles if that county has not adopted a resolution to impose a $1 fee, and by adopting that fee, imposing a $4 fee on all commercial vehicle services. The bill would delete the January 1, 2018, date of repeal and thereby make these provisions operative indefinitely. The bill would make other technical and conforming changes. This bill would add a new source of revenue to be deposited into a continuously appropriated fund, thereby making an appropriation.

This measure would proclaim September 23, 2013, as Restless Legs Syndrome/Willis-Ekbom Disease Awareness Day in California.

This measure would designate October 20, 2013, and each 20th day of October thereafter, as Leyte Landing Commemoration Day in recognition of the significance of the Leyte landing in liberating the Philippines from Japanese occupation, helping to establish the independence of the Philippines, and fostering closer ties between the Philippines and the United States.

This measure would designate the portion of Interstate 80 between Midway Road and the State Route 12 East interchange in the County of Solano as the Tuskegee Airmen Memorial Highway to honor the Tuskegee Airmen and the contributions they made during World War II. The measure would request the Department of Transportation to determine the cost for appropriate signs showing this special designation and, upon receiving donations from nonstate sources covering that cost, to erect those signs.
