Existing law authorizes a court to issue an ex parte restraining order to prevent abuse based on reasonable proof of a past act or acts of abuse. Existing law authorizes the order to be issued solely on the affidavit or testimony of the person requesting the ex parte restraining order. Existing law requires the ex parte order to be issued or denied on the same day the application is submitted to the court, except as specified. Existing law prohibits an ex parte restraining order from being denied solely because the other party was not provided with notice. This bill would instead prohibit a court from requiring that notice be provided to the party to be restrained in advance of accepting a filing for, or deciding, an application for an ex parte restraining order. The bill would also prohibit a court from requiring an explanation or declaration for not providing notice in advance of accepting a filing for, or deciding, an application for an ex parte restraining order. The bill would prohibit a court from adopting or maintaining any rule, form, or practice that is inconsistent with these provisions.

This measure would urge President Donald J. Trump to avoid raising the cost of living for American consumers by rescinding the tariffs that he has imposed since taking office in January 2025 and refunding the American people for the costs passed on to them by his tariffs. The measure would also urge the United States Congress to enact a joint resolution to rescind President Trump's tariffs and to oppose all future unilateral and arbitrary tariff increases imposed by President Trump.

Existing law, the California Worker Adjustment and Retraining Act (Cal/WARN Act) , prohibits an employer from ordering a mass layoff, relocation, or termination at a covered establishment unless, 60 days before the order takes effect, the employer gives written notice of the order to the employees affected by the order and to the Employment Development Department and certain local officials. Existing law makes an employer who fails to give specified notice regarding a mass layoff, relocation, or termination subject to a civil penalty of not more than $500 for each day of the employer's violation. This bill would revise the Cal/WARN Act to also require an employer giving notice of a mass layoff, relocation, or termination caused in whole or in substantial part by an artificial intelligence (AI) system or other automated technology replacing or automating employment positions to include certain information in the notice, including the job functions performed by workers that will be automated by AI or other automated technology. The bill would require the department to publish a summary of the notices received on its internet website and to post a quarterly statewide summary of technological displacements reported. The bill would require the department, on or before January 1, 2028, to submit a report to the Legislature on artificial intelligence's effects on business hiring practices, including its impact on industries and occupations at the state and regional level. The bill would repeal the provision requiring that report on January 1, 2029.

The California FAIR Plan Association is a joint reinsurance association in which all insurers licensed to write basic property insurance participate to administer a program for the equitable apportionment of basic property insurance for persons who are unable to obtain that coverage through normal channels. Existing law requires the Insurance Commissioner to approve the association's plan of operation and authorizes the commissioner to examine the association's books, records, files, papers, and documents that relate to its operation. Existing law authorizes the commissioner to impose civil penalties for various violations of the Insurance Code. This bill would require the association to take corrective actions, as specified by the commissioner or their designee, to rectify violations of applicable statutes, regulations, accounting principles, the plan of operation, or other legally binding applicable rules identified in a report of examination or other operational report. The bill would subject the association to a penalty of not more than $20,000 for failing to take the specified corrective action within a timeframe agreed upon by the commissioner or their designee. The bill would set other civil penalty amounts for violations of provisions relative to the association as not to exceed $10,000 for each act in violation or not to exceed $20,000 if the act was willful, and would require the commissioner to impose those penalties, as specified. The bill would also authorize the commissioner to require the association to both adjust the policy limits available under programs underwritten by the association and make additional coverage offerings available for fair rental value coverage under the association's renters' property insurance program. This bill would incorporate additional changes to Section 10095 of the Insurance Code proposed by AB 69 to be operative only if this bill and AB 69 are enacted and this bill is enacted last.

This measure would declare the Legislature's opposition to any federal executive action that restricts, burdens, or interferes with California's vote by mail system and would call upon the United States Congress to reject any federal legislation that would restrict or eliminate vote by mail options and to protect the constitutional authority of states to administer their own elections.

This measure would recognize August 26, 2026, as Women's Equality Day and its historic importance to women's rights, including the battle to attain those rights in the past, present, and future.
