Vehicular air pollution: Zero-Emission Aftermarket Conversion Project.

Existing law directs the State Air Resources Board to coordinate efforts to attain and maintain ambient air quality standards. Existing law creates the Air Quality Improvement Program, administered by the state board, to fund, upon appropriation by the Legislature, air quality improvement projects relating to fuel and vehicle technologies. This bill would require the state board to establish the Zero-Emission Aftermarket Conversion Project (ZCAP) , upon appropriation by the Legislature in the annual Budget Act or other statute or, at the discretion of the state board, using moneys available from another clean transportation program, to provide an applicant who is a California resident with a rebate for an eligible vehicle that has been converted into a zero-emission vehicle. The rebate issued pursuant to the ZACP would be limited to one per vehicle and a value of up to $4,000. The bill would require the state board to establish guidelines for the ZACP that, among other things, define qualifying conversion-types for used vehicles and establish minimum eligibility criteria for an applicant to be eligible for the rebate. The bill would also require the state board's guidelines to require that an eligible zero-emission vehicle have a range of at least 100 miles and have completed an inspection of safety systems and components by a licensee of the Bureau of Automotive Repair, as provided.

Relative to the Little Saigon Freeway.

This measure would designate the portion of Interstate Highway 405 from Bolsa Chica Road in the County of Orange to Magnolia Street in the County of Orange as the Little Saigon Freeway. A resolution to propose to the people of the State of California an amendment to the Constitution of the State, by adding subdivision (h) to Section 9 of Article IX thereof, relating to the University of California.

The California Constitution provides that the University of California constitutes a public trust, and requires the university to be administered by the Regents of the University of California, a corporation in the form of a board, with full powers of organization and government, subject to legislative control only for specified purposes. These provisions grant the regents all the powers necessary or convenient for the effective administration of its trust. This measure would require employees of the Regents of the University of California to have the right to, and be covered by, certain basic state labor standards, as provided. The measure would require individuals who perform certain work for the regents to have the right to the payment of a prevailing wage. The measure would authorize the Legislature to enact laws that further these rights, establish, define, or specify the basic state labor standards applicable to the regents, or establish other health, safety, and labor protections for individuals performing work for the regents.
